THE RISE OF KAMOGELO MOGOTSI, INFLUENCED BY SENZO MCHUNU, ABUSING HIS POWER!
The Department of Public Service and Administration exists to uphold the values of a professional, ethical, and merit-based public service. As the custodian of public sector norms and standards, it plays a central role in advancing a capable, developmental, and accountable state.
Public Service Commission acts as a constitutionally mandated watchdog, tasked with ensuring adherence to public administration principles, including fairness, merit, and freedom from political interference.
During the tenure of Minister Senzo Mchunu at DPSA, one case came to embody the very erosion of those principles witnessing the meteoric and irregular rise of Kamogelo Mogotsi.
At the time, Mogotsi was a Level 7 administrative official within the Government system, holding no communications background or relevant media qualifications.
Minister Mchunu instructed the Department’s HR unit and his Chief of Staff to interview Mogotsi for the senior political appointment of Ministerial Spokesperson/Media Liaison Officer, a Level 13 Director-level post.
This directive was met with immediate internal resistance. The DPSA HR Unit convened a formal meeting with the Minister to raise alarm over the legal and institutional implications.
Present in the meeting were then Deputy Minister Sindisiwe Chikunga, the Chief of Staff, the Minister’s Legal advisor, and his personal assistant.
HR made it explicitly clear that such a political override of merit processes would set a dangerous precedent, especially coming from the very department constitutionally tasked with defending the PSC Act and public service integrity. They warned that if this were allowed, it could open the door for future Ministers to abuse appointment protocols, thereby weakening governance and DPSA’s constitutional mandate.
Despite these objections, Minister Mchunu refused to reconsider. Mogotsi was appointed. Her leap from Level 7 to Level 13, a six-level promotional jump was neither earned by qualification nor justified by professional experience. It was enabled by proximity to executive power and a blatant disregard for institutional standards.
But the concern went beyond appointment. What followed was a pattern of special treatment that staff members at DPSA could neither ignore nor forget.
Mogotsi became the first ministerial staffer in the Department’s history to ride in the Minister’s principal vehicle, often using blue lights and flouting protocol usually reserved for high-ranking political office bearers.
Staff witnessed Minister Mchunu buying flowers for her during her birthdays and delivering them personally, an unusual gesture for a Cabinet Minister and one never extended to other staff.
Even in public engagements and the Ministry’s corridors, the breach of professional boundaries was evident. While the Minister routinely avoided basic courtesies such as shaking hands with staff, he would embrace Mogotsi warmly and repeatedly, with Mogotsi herself reciprocating in ways that disregarded professional decorum.
This pattern of blatant favouritism and irregular elevation sparked widespread demoralisation within the Department.
By the 2019 elections, half of the Department’s staff vowed never to vote for the ANC again, citing the Minister’s conduct as one of the reasons. That disillusionment persisted into 2021 and 2024, with staff expressing continued resentment over what they viewed as a betrayal of the principles of public service fairness.
The rise of Kamogelo Mogotsi is a symbol of institutional breakdown. It marks a direct assault on the values enshrined in the Constitution, the PSC Act, and the Batho Pele principles. It reveals how unchecked executive discretion, when combined with personal favouritism, can corrupt the very institutions meant to uphold ethical governance.
The long-term damage is not limited to one department. When public servants see that promotions
President Ramaphosa inherited a broken country looted by Zuma, hollowed out by state capture. He chose the hard road: rebuilding institutions, fixing what was destroyed. And now, the green shoots are visible.
But South Africa needs a builder for the next phase.
Dr. Patrice Motsepe has no political baggage. No corruption. No scandals. He’s built empires, empowered thousands, and uplifted communities without stealing a cent.
In 2027, he should lead the ANC.
In 2029, he should lead South Africa.
