Rolling the ball back is a dumb and unnecessary complication. If they want guys to hit it shorter, just control what equipment can be used at certain courses for certain tournaments. If the course sets up to put 300 yard shots at a premium, disallow drivers or make maximum club size allowances. Forcing manufacturing adjustments is foolish.

Nope, they determine the Slope and Course Rating after putting a crew on the course to look at hazards, distance, landing zones, etc. But the club tournament committee can set the handicap rankings. That’s why sometimes you’ll see courses with long par 3’s ranked ‘hard’, while some courses have the par 3’s ranked as four easiest no matter what.
