I've finally worked out why I cannot support GST.

If I've got this wrong, I'm inviting the Chief Minister, Treasury, or anyone who supports GST to explain exactly where my arithmetic is wrong.

Let's start with the States' own figures. The headline says the consumption tax package raises £55 million. But around £11 million of that comes from the International Services Entity (ISE) scheme for finance businesses. That isn't really GST on shopping at all. It could just as easily be a separate corporate levy. So that leaves £46 million raised by the actual 3% GST on goods and services: £41 million from local households and £5 million from visitors.

Now comes the bit I think everyone has overlooked. Because GST makes life more expensive, the States immediately starts giving money back. Income tax changes cost £28 million. Employee social security changes reduce revenue by £8 million. Income Support changes cost £1 million. The Essential Cost Relief Scheme costs £1 million. That's already £38 million.

So we've raised £46 million, but we've already given £38 million straight back. That leaves £8 million.

Now deduct the cost of running GST. The States says ongoing administration will cost £2.5 million to £3.6 million every year. That brings the remaining money down to roughly £4½ million to £5½ million. Then remember the States also wants authority to spend up to £10.6 million just implementing GST.

And don't forget the wider impact. The States accepts GST will increase inflation by around 1.9%. Higher prices don't just affect shoppers. They increase the cost of living, put pressure on wages, increase the cost of government contracts and make public services more expensive to provide. In other words, GST doesn't just raise money – it also increases the States' own costs.

Now compare that with not introducing GST. Keep the ISE scheme, or replace it with a straightforward corporate levy. Keep the annual vehicle tax. Introduce a visitor levy. Deliver the £20 million of efficiency savings the States has already committed itself to achieving.

You're already talking about roughly £43 million without GST. No GST. No inflationary shock. No expensive new bureaucracy. No need to compensate everyone for the damage caused by GST. No millions spent implementing a system that only exists because we chose to create it.

So this is my question to the Chief Minister. Where is my arithmetic wrong? Because if it isn't, then GST isn't funding Guernsey's future at all. It's simply making Guernsey more expensive while leaving remarkably little additional money to show for it.

I'm genuinely happy to be corrected. But please don't tell me I'm wrong. Show me the numbers.
