Washington ,Idaho, Wyoming, Utah, Dakota's , New Mexico ,Arizona , Colorado ,Montana , None of these places were states, Only territories, They are not bound by slavery to pay reparations to anyone! They were not state until after slavery was renounced, We do not owe any money to anyone!
