Seats follow stake, so a whale wins seats. But the median needs 3 of 5 votes, and no share can move more than 5 points per epoch

Right now the owner can fix mistakes. That's temporary
After 28 clean epochs (7 days), ownership is renounced. After that, nobody can change the tree's rules. Not even us.
