Incident Report – Alleged Human Rights Violations Against Civilians in Khost Province

In the early morning of 10 June 2026, at approximately 04:45 AM local time, Pakistani military forces reportedly carried out artillery shelling targeting the Sadiq Gharab locality of Alisher District, Khost Province, Afghanistan.

According to credible local sources, the attack struck a civilian residential area, resulting in the deaths of three children and injuries to at least six other civilians. The use of heavy artillery in or near populated civilian areas raises grave concerns about deliberate or indiscriminate targeting of non-combatants, which may constitute serious violations of international humanitarian law (IHL) and fundamental human rights principles.

Border community reports indicate that this incident is part of a recurring pattern of cross-border shelling affecting civilian populations across several Afghan provinces, including Paktia, Paktika, Khost, Nangarhar, and Kunar. These repeated attacks have reportedly led to civilian casualties, destruction of homes and property, and forced displacement—compelling many residents to abandon their homes in search of safety.

Under international humanitarian law, all parties to a conflict are obligated to distinguish between civilian populations and military objectives and to ensure that attacks do not disproportionately harm civilians. Indiscriminate attacks on populated areas and the targeting of civilian infrastructure may amount to war crimes and serious breaches of human rights obligations.

The IHRF urgently calls upon relevant international and regional human rights mechanisms, including the UN Human Rights Council and the International Criminal Court, to investigate these incidents, document evidence of civilian harm, and ensure accountability for those responsible. Immediate protective measures must also be implemented to safeguard civilians in border communities who continue to face the threat of cross-border attacks.

Pakistan’s Foreign Minister, Ishaq Dar, reportedly shared intelligence related to Iran’s nuclear program with his American counterpart, Marco Rubio, during his visit to the United States.

According to reports, Iranian officials raised concerns and lodged a complaint with the Pakistani government regarding the matter. However, Pakistan’s Ministry of Foreign Affairs rejected these allegations, stating that the discussions between the two sides were focused on bilateral relations, economic cooperation, and regional stability.

Over the past decades, Pakistan has maintained extensive intelligence ties with the United States and cooperated with American forces by sharing information during the war in Afghanistan.

On one hand, Pakistan speaks of friendship and cooperation with regional countries, while on the other, it continues to align itself with American strategic policies.

The close relationship between Pakistan and the United States has a significant impact on the political and security dynamics of the region.

Washington expects Islamabad to play a broader role in certain Middle Eastern initiatives.

There is also the issue of the Abraham Accords and the normalization of relations with Israel. Furthermore, some observers argue that Baloch armed groups have not been designated as terrorist organizations by the United States, allowing Pakistan to advance American objectives more effectively and in a broader capacity.

Exactly 254 years ago today, Ahmad Shah Abdali, the founder of modern Afghanistan, passed away.

He was the first and last emperor of Afghanistan who ruled a vast territory stretching from Khorasan to northern India for nearly two decades.

Ahmad Shah Abdali, whom Afghans also respectfully call “Ahmad Shah Baba,” rose to power in 1747 following the death of Nader Shah Afshar.

Through his wisdom and leadership, Ahmad Shah Baba united scattered tribes and expanded his rule far beyond the borders of present-day Afghanistan.

The territories under Ahmad Shah Abdali’s rule included all regions of present-day Afghanistan, large parts of Pakistan and Kashmir, and the Punjab region of India, which he captured after inflicting a decisive defeat on the Marathas in the historic Battle of Panipat. His empire also included the regions of Mashhad and Khorasan in eastern Iran, areas that history considers part of the Afghan Empire.

After ruling for 25 years, the Afghan emperor passed away in June 1772 due to illness and was buried in his ancestral homeland of Kandahar.

Today, the mausoleum of Ahmad Shah Baba is considered one of Kandahar’s historic landmarks and is visited daily by both domestic and international tourists.
