Incident Report – Alleged Human Rights Violations Against Civilians in Khost Province

In the early morning of 10 June 2026, at approximately 04:45 AM local time, Pakistani military forces reportedly carried out artillery shelling targeting the Sadiq Gharab locality of Alisher District, Khost Province, Afghanistan.
According to credible local sources, the attack struck a civilian residential area, resulting in the deaths of three children and injuries to at least six other civilians. The use of heavy artillery in or near populated civilian areas raises grave concerns about deliberate or indiscriminate targeting of non-combatants, which may constitute serious violations of international humanitarian law (IHL) and fundamental human rights principles.
Border community reports indicate that this incident is part of a recurring pattern of cross-border shelling affecting civilian populations across several Afghan provinces, including Paktia, Paktika, Khost, Nangarhar, and Kunar. These repeated attacks have reportedly led to civilian casualties, destruction of homes and property, and forced displacement—compelling many residents to abandon their homes in search of safety.
Under international humanitarian law, all parties to a conflict are obligated to distinguish between civilian populations and military objectives and to ensure that attacks do not disproportionately harm civilians. Indiscriminate attacks on populated areas and the targeting of civilian infrastructure may amount to war crimes and serious breaches of human rights obligations.
The IHRF urgently calls upon relevant international and regional human rights mechanisms, including the UN Human Rights Council and the International Criminal Court, to investigate these incidents, document evidence of civilian harm, and ensure accountability for those responsible. Immediate protective measures must also be implemented to safeguard civilians in border communities who continue to face the threat of cross-border attacks.
