PHILIPPINE DEER REEMERGES IN MARINDUQUE

The Philippine deer (Rusa marianna), once presumed locally extinct after going unseen for decades, has been sighted again across several towns in Marinduque.

According to DENR MIMAROPA, recent monitoring recorded multiple sightings within the Marinduque Wildlife Sanctuary, including at least 10 individuals in one area, along with footprints in nearby towns.

On February 23, lawyer Joel Butuyan, the common legal representative of the victims at the ICC proceedings of former president Rodrigo Duterte, decried how the former chief executive allegedly warped Filipino morals as such that desired violence and killing as moves against social problems.

Similarly, in a mass celebrated during the 40th anniversary of the People Power Revolution on February 25, Lingayen-Dagupan Archbishop Socrates Villegas also lamented a moral shift that happened during Duterte's regime, pointing how charismatic leaders can overpower conscience.

Filipino lawyer Joel Butuyan, counsel of Duterte's drug war victims, expressed "deep disappointment" over the former president's absence on the day of his confirmation of charges hearing at ICC.

"We communicate the very deep disappointment of the victims at the decision allowing Rodrigo Duterte not to be present in this stage of confirmation of charges," said Butuyan in his opening statement.

'MR. DUTERTE MUST BE HELD TO ACCOUNT'

ICC deputy prosecutor Mame Mandiaye Niang underscored that former president Rodrigo Duterte must be held accountable for his war on drugs campaign to "bring a sense of justice to the victims."

“Unlike Mr. Duterte, who is represented by his counsel here today, they were deprived of any form of due process. The loss of every single one of these victims had the most profound impact on their families, their friends, and ultimately their communities,” he said in his opening statement at the confirmation of charges hearing on Monday.

“Your Honor, while this court cannot reunite victims with their loved ones, it can help reveal the truth about what happened to them and bring a sense of justice to the victims. The charges before you today are serious, and the evidence submitted required their confirmation. And Mr. Duterte must be held to account, and this case should be confirmed for trial,” he added.

The ICC has set the confirmation of charges hearing for Duterte from February 23 to 27, 2026, moving the pre-trial proceedings forward after months of legal delays.
