3) regulate usage of terms like “net-zero”
4) set clear standards for scope 3

With net-zero pledges with no Scope 3 emissions, 100% Renewable Energy plans that are unbundled and/or not time matched, and carbon offsets of dubious quality, we may be headed for a world where every company is "carbon neutral" and yet underlying emissions haven't changed much.
Included in Newsom's $37B budget is $1B for home #EnergyEfficiency and #electrification. $1B sounds like a big number, but consider that CA has 14MM housing units. Assuming heat pumps cost $5k per house, that covers only 200k homes, or 1.4% of housing.
