Canada itself provides a good counterexample. The government publishes negotiating objectives before formal FTA negotiations and provides reports and stakeholder briefings during negotiations. Canada’s current treaty policy actually requires the government to table its objectives for a new FTA before negotiations begin.
And there is an even stronger example: CETA. Canada publicly released the consolidated Canada-EU agreement before it was signed. The government’s own Canada Gazette record says the unsigned CETA text was made publicly available twice before signature specifically in the interest of transparency.
