The Chinese have been throwing up poorly built infrastructure for years now and it's now coming out that a lot of the Chinese builders were using cheap incorrect material that resulted in concrete that could be broken apart with a pencil or pen and it has been called "tofu dreges" construction as a overall phenomenon. I was suggesting that due to Venezuela's previous close ties to communist countries like China and former communist countries like Russia that they may have been utilizing some Chinese construction companies through programs like Belt & Road and as a result ended up with poorly built infrastructure that crumbled due to the earthquake.
