でも引く訳にはいかぬ！という厳しい状況が垣間見えます。

ウクライナ応援団に依頼をしても、ただ罵倒されて人格攻撃されるだけであるので、自分で調べてみた。日本の寄付金の行方は、大使館側が公表していないだけではなく、ウクライナ政府側の資料にもほとんど見つからない。寄付者の方々の多くは、大使館を通じて自動的にウクライナの国庫に入るかのようなイメージを持っていたと思うが、今回の不正事件で発覚したのは、駐日大使が、自分の上司にあたる外務事務次官が個人運営する団体に送金していた、ということ。そういう運営がなされていた、ということ。
ウクライナ国立銀行（NBU）は民間寄付について統計を出しているが、これはほとんどUNITED24として本国のウクライナ政府が独自に呼びかけている民間寄付。なおUNITED24に先立って2022年2月にNBU軍支援特別口座というのが開設されていたが、これは同年5月にUNITED24発足したときに統合吸収された。もう一つ、人道支援口座（社会政策省）が受取人・管理者となっている民間寄付受け入れ口があるが、しかしこれは2022年受け入れ額が9.2億UAH（30～40億円程度）と、日本での民間寄付よりも少ない額面しか集めていない口座なので、対応の形跡もないだけでなく、そもそも説明資料対象としては全く不十分。
コルスンスキー前大使は、日本の学者を罵倒して人格攻撃しながら、50億円＋α２年分の資金を、直轄管理していたわけである。
ChatGPTにウクライナの民間団体側の資料にも駐日大使館経由での民間寄付が記録されていないか、調べてもらった。いくつか見つかったが、約300万円と100万円程度の２件が見つかった以外には額面未記載であったりしており、50億円＋αの説明としては極めて不十分となっている。

Workers arriving for shifts were directed to the cafeteria and given letters confirming the permanent shutdown

Company officials claim cattle shortages and high livestock costs are to blame for that massive loss. 毎日新聞が報じた「兵庫県の338億円不適切借り換え問題」。

単なる会計上の問題ではなく、「誰が指示し、なぜ監査を通り抜けたのか」という構造的な闇についてまとめました。

兵庫県政を揺るがす「338億円の県債不適切借り換え問題」は、長年にわたる県の財政運営におけるガバナンス欠如と、独立したチェック機能の限界を象徴する重大な事案です。

まず、不適切処理の発生源となった当時のトップ、井戸敏三元知事の意思決定責任は極めて重く問われるべきです。

平成12年度に発行された公共用地先行取得等事業債（490億円）が満期を迎えた令和2年度（2020年度）、本来であれば土地売却収入である338億円を除いて借り換えるべきところを、全額借り換えさせていました。

斎藤知事は記者会見で「当時の知事からの指示に基づき実施されたと報告を受けている」と明言しています。

旧自治省の財政局地方債課長などを歴任した「地方財政のプロ」であった井戸氏の指示により、見かけ上の基金残高を維持し、実質的な財政課題を将来へ先送りした責任は極めて大きいと言わざるを得ません。

手厳しい追究が必要なのは、この不自然な財務処理がなぜ独立した監査をすり抜け、長年放置されてきたのかという「監査体制の不全」と、当時の幹部OBの姿勢です。

問題の借り換え処理が行われた直後の令和3年度（2021年度）、兵庫県の代表監査委員を務めていたのが、元東播磨県民局長の四海達也氏でした。

四海氏はそれまで「こども局長」や「福祉監」を歴任してきた、まさに井戸県政を支えた本庁幹部です。

知事部局から独立した立場から県政の財務をチェックする役割にありながら、338億円もの違法性の懸念される全額借り換え処理を見抜くことも、是正を求めることもできませんでした。

四海氏は現在、ネット上で「酒呑童子」などの名義を用いてブログや動画で情報発信を行っており、当時の県幹部OBとしての立場から現知事や県行政に対する持論や批判を展開しています。

しかし、かつて本庁幹部や最高監査機関のトップ（代表監査委員）にありながら、338億円もの巨額な不適切処理を見過ごしていた側が、退職後にどのような見解や客観的事実を持っているのか。

自ら発信力を持つOBだからこそ、当時の監査がなぜ機能しなかったのかについての説明が求められます。
