Could the NHL look into implementing a system where the team is forced to play with one less skater the next game? (11-6) Only for worst cases
@RussoHockey@AnthonyLaPanta@TalkNorthPod Going back to a previous slew foot topic. Do you think adding a team penalty of having to play with 17 skaters the next game would do anything to stop dirty hits? Case by case evaluation needed but it could solve the problem of teams playing dirty players.

I know you said Judd is a fan of his but it really seems like the organization has moved on from Rossi as a long term solution. Do you see that too? If so, why?
