@Non_graata Kpk doesn't produce much power, it's Wapda owner or private owned power plants which temporarily use water in kpk to generate electricity before it is sent down river. Yes kpk is owed money for that water use. The question to ask is who pays bills, kpk consumer or Punjab consumer
