I agree with that assessment. It can be argued though that Roman gods had a distinct role in maintaining the ethnic Roman caste without proselytizing. Where the imported people remained a distinct subservient class within Roman society and maintained their own ethnos via their own ethnic religions. It's important to look at how these jews proselytize within late Rome. For instance, Celsus writes about them in Contra Celsum 355 as preying on the women and children and prioritizing the degenerates such as slaves and mixed race mongrels that populated the lowest classes. Here are his words.
