@SenatorRomney In moments of national crisis you appeal to the richest to pay their fair share. The marginal tax rate for the richest under Eisenhower was huge. If you raise it you can make up for the relief. Why is it so hard for the rich to be patriotic? It is always the poorest who suffer.
