It is good that the ministry of Finance is fighting hard to solve this issue of wage shortfalls, some Accounting officers were using it as an excuse of delayed payments & non payment of civil servants.

Whereas some shortfalls resulted from enhancement of salaries for scientists,preliminary findings show major issues to do with payroll management & weak supervision of the human resource function.

This evening, I concluded my inspection at Nabumali Senior Secondary School, where I uncovered serious irregularities.

Government is providing funding under the Universal Secondary Education (USE) programme for close to 1,000 students, yet during my visit, I personally conducted a physical headcount in every class and found only 240 students present.

This raises serious questions. What are the local leaders doing? Where are the Inspector of Schools, the District Education Officer (DEO), and all the other responsible officials? Who is benefiting from the funds allocated for students who are not there?

I also established that students are being charged between UGX 71,000 and UGX 110,000. Who authorized these charges in a government USE school?

These allegations point to possible abuse of public funds and violations of government policy. The State House anti-corruption unit and other responsible authorities will investigate these matters thoroughly, and anyone found culpable should be held accountable in accordance with the law.

PRESS BRIEFING ON QUARTER ONE EXPENDITURE RELEASES FY 2026/27 AND LAUNCH OF OPEN BUDGET SURVEY RESULTS 2025

As part of the Budget Transparency Initiatives, @mofpedU will hold quarter one FY 2026/27 Press Briefing tomorrow Friday 10th July,2026 at 11:00am in the Ministry auditorium on 10th floor to inform the public on the funds released for service delivery and other policy issues that affect the utilization of these funds.

We shall also launch the Open Budget Survey (OBS) Results for 2025 to disseminate the results and share key commitments to improving budget transparency.

The OBS 2025 was conducted by the International Budget Partnership in collaboration with Uganda Debt Network.
