#TBT to 2003 when one of our most impactful milestones took place. As we celebrate our 45th anniversary, we’re reflecting on key moments that shaped our commitment to #sustainability. In 2003, we implemented our water budget-based billing system, an approach that continues to guide conservation efforts today and is especially relevant as we face ongoing #drought conditions this year.
Since implementing water budgets, residential water use has decreased by about 20%, even as the community continued to grow. The Highlands Ranch Water Board of Directors voted Monday, April 27 to implement drought pricing under Stage 1 drought restrictions for billing periods after May 1. Drought pricing ONLY applies to water used above a customer’s individual water budget, meaning most customers can avoid it entirely by staying within their budget.
Residential customers who exceed their budget will see an increase in their water rate from $7.66 to $9.58 per 1,000 gallons for usage between 101–120% of their budget, and an increase from $11.63 to $14.54 per 1,000 gallons for usage between 121–140%. Commercial customers will also see drought pricing for use above their unique water budgets.

As we move into the #summer months, it’s time to remember our standard outdoor watering rules. Starting May 1 until Sept. 30, no outdoor #sprinkler irrigation is allowed between 10 am and 6 pm. Drip #irrigation and hand-watering with a hose equipped with a shut off device is allowed at any time.
This past Friday, our team celebrated #ArborDay with volunteers from Scout Troop 870 and the Highlands Ranch Metro District’s forestry team, planting 15 new trees at Kistler Park to replace those lost in the 2023 tornado.
