If he used his jobs records in order to get her phone number, yes that is inappropriate, but any disciplinary action would be on the business to conduct.

In terms of it being harassment, there is not enough evidence there to show that. What the any police department would tell her is to block the number, report the incident to the company, and if anything else further happens to contact them.

I've worked harassment investigations before. The 4 messages he sent to her, which can be summed up to essentially being, I think you're pretty and I'm hoping we can talk, is not harassment.

Now, if he was sending her messages every hour of the day for 7 days straight or, making blatant statements that he's going to hurt her unless she responds, which he doesn't do, then you might have a basis for a harassment claim.
