We are excited to share the findings of a pivotal pilot study recently published in ClinicoEconomics and Outcomes Research, which establishes a new Multi-Criteria Decision Analysis (MCDA) tool for procuring generic and biosimilar medications in Saudi Arabia.

The Shift to Value-Based Procurement For years, the debate in pharmaceutical procurement has often centered on price. However, this study challenges the "cheapest is best" mindset, aiming to improve spending efficiency while ensuring high-quality patient care.
Key Findings from the Study In a workshop involving 49 key stakeholders—including regulators, pharmacists, and health economists—16 essential criteria for procurement were identified and ranked. The results reveal a distinct "Quality-First" approach:

Efficacy Leads the Way: The most critical factor identified was Published Effectiveness Data (11.56%), highlighting a strong demand for peer-reviewed evidence.

Beyond Price: Surprisingly, Direct Costs (7.08%) ranked 6th. Stakeholders prioritized clinical integrity, placing higher weight on Drug Delivery Systems (8.84%), Bioequivalence (7.56%), and Drug Stability (7.26%) over immediate acquisition costs.

Regulatory Trust: Pharmacovigilance received a lower weight (3.23%), reflecting high confidence in the Saudi Food and Drug Authority’s (SFDA) rigorous safety enforcement.

Why This Matters This MCDA tool serves as a foundation for a national value-based procurement system aligned with Saudi Vision 2030. By differentiating between verified clinical effectiveness and simple market data, this framework ensures that public tenders prioritize therapeutic assurance and supply reliability over macroeconomic benefits or low prices.
