Doubt it. The Bears keep full territorial veto power over the entire Chicago market even if they move to Hammond. The NFL rules (Constitution Article IV) gives every team exclusive rights to its home territory within a 75 mile radius in all directions. Hammond is roughly 25 miles from downtown Chicago. Chicago sits right in that area, the Chicago area will stay completely locked down by the Bears no matter which side of the state line they play on. The “open market” scenario with the Cardinals, or whichever NFL team, won't happen.
