In one of my previous posts, I briefly mentioned the term voter sovereignty. I want to expand a bit more on this.

In Cardano, we rely on three governing bodies to vote on proposals:

- Constitutional Committee (CC)
- Delegated Representatives (DReps)
- Stake Pool Operators (SPOs)

Each of these governing bodies has its role to play, assuming they all participate as they have signed up and promised to do.

As an ecosystem, we all supported and stood firmly behind the formation and content of the Cardano Constitution, the very document that outlines the rules of engagement by which Cardano is governed.

The Constitution does not discriminate one ADA holder over another. All ADA holders are equal and are considered part of the Cardano community.

Now that I’ve gotten that out of the way, let me zoom in specifically on DReps.

I personally get the impression that some believe not all DReps are entitled to have an opinion and express that viewpoint through their voting decisions. It feels like certain DReps are being held to a different standard, where they are expected to follow what others want or expect of them.

Let’s say, for example, that a founding entity (equal to everyone else as per the Constitution) votes no or abstain on a particular proposal, while a portion of the community votes yes for that same proposal. I’m not even factoring in the DReps who didn’t bother to vote - as no one seems to care about that. The proposal eventually doesn’t meet the minimum amount of ADA-weighted votes required to pass.

I personally don’t think it’s correct to fault, attack, or alienate anyone for a proposal not passing. This is how the system was designed, or am I wrong here? If I am, I’m open to being corrected.

There are DReps who signed up for the role but refuse to vote. Others vote without providing any rationale. Yet one ADA holder votes, provides a clear reasoning for atheir NO vote, and then gets attacked by some for actually taking their role as a DRep seriously.

I’ve even seen and heard remarks saying that this DRep should have followed the “wider community” and voted YES (just because they happened to be a FE). Others argue that a proposal deserved funding purely because of longstanding contributions to Cardano.

I mean, come on!!! Is that the type of governance we want? Doing someone a favor? Or do we want a system that is genuinely better than current political structures - one where every DRep have to freedom to participate within the boundaries of the constitution, and without fear of being attacked?

In my humble opinion, someone voting no purely out of spite is out of line as a DRep. If that’s the kind of system they want to build, fine, but that’s not a strong foundation. Just my personal opinion.

But if someone votes no with clear reasoning, and even provides guidance to the proposer on how the proposal can be improved so that a future version could earn a yes, how is that wrong?

Should we not be encouraging ALL DReps to participate, provide clear rationales, ensuring governance is carried out as intended - and proving it actually works?

Voter Sovereignty should imho be respected, and not undermined or attacked.
