Thank you for your feedback, sir. You know how much I honour, respect, and value you as a person. That is why I have never written that you are wrong. What I usually say when we have a difference of opinion is that perhaps you were unintentionally unaware.
As a child of royal birth, it is my upbringing to accord honour to elders of repute.
The current government has not changed the duty schedules. These roles are constitutional and are clearly spelt out in the 1999 Constitution. Your Excellency may have forgotten about them due to your massive workload, sir.
Sir, please permit me to respectfully clarify the various roles for Your Excellency as best I can.
The chiefs of the various military branches (Army, Air Force, and Navy) and the Inspectors General of the various paramilitary services (Police, Customs, Immigration, etc.) are in charge of their respective forces or services.
The Chief of Defence Staff is the highest uniformed military officer and coordinates each military branch.
The Minister of Defence is the civilian authority responsible for coordinating the military's recurring and capital expenditures and providing civilian oversight of the armed forces.
The Office of the National Security Adviser, headed by the National Security Adviser, is in charge of bird-eye coordination of all aspects of security in Nigeria, be it military, political, social, or economic. Additionally, the NSA is in charge of the nation's intelligence architecture.
The National Security Adviser is a direct staff of the President of Nigeria, through whom the occupant of that office fulfils much of their role as Commander-in-Chief.
This means that whereas the service chiefs report to the Chief of Defence Staff, who reports to the Minister of Defence, the National Security Adviser, on the other hand, reports directly to the President and Commander-in-Chief of the Armed Forces.
The National Security Adviser is, after the President and Vice President, a key official of the National Security Council, which is the highest advisory body on military and security issues in Nigeria.
Flowing from that, sir, the National Security Adviser, Malam Nuhu Ribadu, was fulfilling the scope of his office and duties by informing military officers of his disappointment with the Canadian authorities and building their morale by letting them know that they have the confidence of the President and their C-in-C.
He was not speaking to the general public. The video just happened to have been made public by non-military personnel to whom it was not directed.
It is the foreign minister's job to liaise directly with the Canadian High Commissioner to Nigeria, and Malam Ribadu did not usurp that role. He was addressing only military officers. We have a seasoned foreign minister in office right now, who is also a former Ambassador. That issue will be addressed appropriately under his expert leadership.
