So he must have thought his initial decision was correct right? Or that he didn’t see it. In case VAR being available made 0 difference on his original decision.

But ref gives goal on field decision, VAR actually send him to monitor as it feels it’s handball.
Ref goes to monitor and sticks to his decision.

It comes off his leg onto the arm.
It wouldn’t be given as a penalty because of that reason.
