Today, myself and the Director General of Health Services joined stakeholders and partners for the official launch of Uganda’s first National Rehabilitation and Assistive Technology Strategic Plan (NRAT-SP) 2025–2030, a major step towards improving equitable access to quality rehabilitation and assistive technology services for all Ugandans, especially persons with disabilities and other vulnerable groups.

At the same event, assistive equipment including wheelchairs, walking supporters, crutches etc was handed over to support persons in need and strengthen access to rehabilitation services across communities. We remain committed to advancing Universal Health Coverage and ensuring that no one is left behind.

LRRH Receives Modern Paediatric Theatre Equipment Worth UGX 500 Million from Kids Operating Room

Lira Regional Referral Hospital (LRRH) has today, Friday, May 22, received a consignment of modern paediatric theatre equipment donated by United Kingdom-based partner, Kids Operating Room (Kids OR), valued at approximately UGX 500 million.

The donated equipment includes operating beds, theatre trolleys, operating drums, complete anesthesia machine sets, recovery monitors, and chairs for waiting areas. The equipment will support the operationalisation of a fully-fledged, state-of-the-art children’s surgical ward at the hospital.

Speaking after receiving the equipment, the Acting Hospital Director, Dr. Andrew Odur, applauded Kids OR for the timely and significant support, noting that it comes at a critical moment as the hospital continues to strengthen paediatric surgical services.

“This support has come at the right time when the hospital is expanding and improving paediatric surgical care. Once installed, the equipment will greatly enhance patient safety and provide a more conducive working environment for our surgeons and healthcare teams,” Dr. Odur said.

Paediatric Surgeon Dr. Charles Newton Odongo noted that the new equipment will significantly improve access to specialised paediatric surgical services for children from Northern and Eastern Uganda, reducing the burden of long-distance referrals and travel for treatment.

Dr. Odongo further revealed that the hospital has plans to establish fellowship training programmes in paediatric surgery in the future, aimed at increasing the number of specialists in the region and improving child healthcare outcomes.

Installation of the equipment will be undertaken by a team of experts skilled in medical technology, working closely with the hospital’s biomedical engineers to ensure sustainability and proper maintenance of the machines. The equipment is expected to be fully installed and operational by the beginning of June 2026.

Lira Regional Referral Hospital currently conducts approximately 10,000 surgeries annually, with children accounting for about 25 percent of all surgical procedures performed at the facility. Since the establishment of the pediatric surgery unit, more than 3000 children have benefited from complex surgical procedures.

The hospital management expressed gratitude to Kids OR and all development partners committed to improving healthcare services for children in Uganda.

UPDATE: Lira Regional Referral Hospital Satelite Laboratory has officially been accredited by South African National Accreditation System (@SANAS_SA).

According to Sanas, the Satelite Laboratory met all required International Technical Competency Standards.

All Molecular Biology, POCT,and Serology tests reports from the laboratory are internationally recognized.

This major milestone strengthens confidence in our healthcare systems and ensures patients receive reliable, world-class diagnostic services right here at home.

Parliament  Commends Lira Regional Referral  Hospital for enhanced quality health care, budget performance

The Members of Parliament on the Public Accounts Commitee (PAC Central) have commended Lira Regional Referral  Hospital (LRRH) for high budget performance, with absorption  rate standing at 97% and provison of enhanced quality health care to the citizens.

In the financial  year 2024/2025, Parliament allocated shillings 18B to Lira Regional Referral Hospital which has a bed capacity of 456 and serves 10 districts in Lango sub-region with  a population  of 2.6 Million people.

LRRH top management led by Hospital  Director Dr Andrew Odur who is also the Accounting Officer, appeared before  the PAC Commitee on Thursday 19th March, 2026 chaired by Hon.Gorreth Namugga to respond to queries raised in the Auditor General's report for 2024/2025 financial year.

Hon Namugga says it's commendable  that LRRH is meeting all its statutory obligations and ensuring budget absorption  of upto 97%.

"Director and your team, I want to commend Lira Regional Referral Hospital  for this high budget absorption rate, meeting all statutory obligations is important，you are doing well at 97%, next time ，I want you to improve and be at 100%" says Hon.Namugga.

PAC Members were also happy with the hospital leadership for the  increased quality health care services to the citizenry.

"In other places, there is alot of corruption, people told us there are no free services including delivery,  but I want to thank you for offering  free services to our people, remarked  committee chair Hon Namugga.

The committee also applauded the Hospital for increasing its revenue collection through the private wing service  which nearly doubled in one year, from shillings 335M to 650M significantly contributing to the consolidated account.

The Hospital Director Dr Andrew Odur while appearing to the committee  requested Parliament to increase  funds to the Hospital  to construct a complex structure to address the ever increasing patient number.

Dr Odur also informed Parliament about the Hospital strategic plans which include; increasing the Intensive care unit bed capacity from the current 3 to 10, procuring more five dialysis machine to increase to 10 from the current 5,increasing neonatal unit bed capacity from 30 to 60, constructing new storage capacity amongst others.

RHINO UPDATE!!!!

600km later, the rhinos have successfully arrived at their new home - Kidepo Rhino Sanctuary.

Led by a team of professionals including veterinary specialists, the two rhinos have been marked as 01 & 02 and also successfully “vaccinated” against tsetse flies.

These rhinos will be monitored to see how they assimilate in the new environment before others are translocated too.

The exhibition showcases complex surgeries like closed heart surgery, brain surgery, and kidney transplants, demonstrating Uganda's surgical capabilities.

To reduce referrals abroad, it's essential to disseminate information about the quality surgical services available in Uganda.
