3 - pressing charges is HARD I hope you've never been in a situation where its had to happen. One woman against several groups isn't going to feel empowered to successfully press charges against the group they're already scared of.

1 - Harassment law requires sustained events. I. E. It has to happened twice or more to the same person. So a woman has to experience the same group doing the thing at least twice.
Women tend to only visit the clinic once.
