I. Constitutional Rights of Meitei Citizens

1️⃣ Article 19(1)(d) & (e)

Guarantees every Indian citizen the right to move freely and reside or settle in any part of India.

No law, including local customary law, can override these fundamental rights unless it falls under reasonable restrictions specifically defined (public order, morality, health).

2️⃣ Article 14 — Equality Before Law

Prohibits discrimination based on community or ethnicity.

Blanket restrictions on settlement of Meiteis violate this constitutional guarantee.

3️⃣ Article 13

Declares that any law or custom inconsistent with fundamental rights is void.

Any attempt to use customary law to bar Meitei settlement stands unconstitutional.

II. Misinterpretation of Section 158 of MLR & LR Act, 1960

1️⃣ Scope of Section 158

Restricts transfer of land from a tribal to a non-tribal without permission.

Does not prohibit non-tribals from acquiring government land, town lands, or land owned by other non-tribals.

2️⃣ Urban and Notified Lands

Town lands and bazar areas (e.g., in Moreh, Kangpokpi, Churachandpur) are not classified as tribal lands.

Meiteis can lawfully acquire and settle on such lands.

3️⃣ Government Allotments

Government retains authority to allot land for public and developmental purposes.

Allotment to Meiteis or any non-tribal does not violate Section 158.

III. Misapplication of Fifth Schedule & Samatha Judgment

1️⃣ Non-Applicability of Fifth Schedule

Manipur is not a Fifth Schedule state.

Protective measures and the principle of exclusive Scheduled Area ownership do not apply.

2️⃣ Samatha v. State of Andhra Pradesh (1997)

Ruling applied only to Scheduled Areas under the Fifth Schedule.

Cannot be extended to Manipur, which is governed by Article 371C and not under Scheduled Area framework.

3️⃣ Article 371C and Hill Area Committee

Grants administrative safeguards but does not empower the committee to prohibit settlement by other Indian citizens.

IV. Historical and Legal Status of Sadar Hills and Other Hill Areas

1️⃣ Sadar Hills (Kangpokpi)

Established as administrative and mixed settlement area, not exclusive tribal land.

Contains notified town lands and non-tribal settlements historically and presently.

2️⃣ Moreh & Churachandpur

Trade zones and town centers officially open to all citizens under government trade and commerce policies.

Historical presence of Meitei Pangals, Nepalis, and other non-tribal communities validates non-exclusive status.

The argument advanced by KOHUR misinterprets statutory provisions and constitutional safeguards.

Meiteis, as Indian citizens, enjoy fundamental rights to settle anywhere, including hill districts of Manipur.

Section 158 MLR & LR Act restricts specific tribal-to-non-tribal transfers, not general settlement or acquisition of non-tribal/government land.

Kharam Vaiphei village in Kangpokpi District, Manipur, was allegedly burned down on Saturday, May 30, 2026, according to local residents and eyewitnesses. Villagers accused cadres of the Proxy Army of NSCN-IM (National Socialist Council of Nagaland – Isak-Muivah) faction, along with individuals from neighbouring Liangmai villages- Konsakhul, Konsaram, of being responsible for the arson.
Eyewitnesses reported that central security forces and Manipur Police personnel conducted an operation in the area prior to the incident, during which residents were evacuated from the village. Following the clearance of civilians, the village was reportedly set ablaze, resulting in extensive destruction of homes and property, with numerous houses reduced to ashes.
The timing of the incident is particularly striking. Even as the Kuki-Zo community was engaged in a peaceful rally — demanding justice for the killing of three pastors and calling for the safe return of 14 hostages — NSCN (IM) proxy cadres allegedly burned down the Kuki-Zo village of Kharam Vaiphei. The contrast between the community’s non-violent pursuit of justice and the alleged act of arson against one of their villages has deepened the sense of grief and outrage among the Kuki-Zo people.
The incident reflects the ongoing tensions between communities in the ethnically complex hill districts of Manipur, and raises urgent questions about the protection of civilian settlements amid unresolved conflicts in the region.

The burning of #Kharam_Vaiphai, a #Kuki village, is a heartbreaking tragedy that has left innocent families devastated and homeless. Despite the presence of Central Security Forces and State Security Forces in the area, the village was reportedly set ablaze by the #ZUF Kamson faction in alliance with #NSCN-IM. The people of Kharam Vaiphai are now left asking a painful question: How could such destruction take place in the presence of security forces?

The loss is not only of homes and property but also of memories, livelihoods, and the sense of safety that every citizen deserves. Children, women, and elderly villagers have been forced to witness the destruction of their community, creating fear and trauma that will remain for years.

We strongly urge the Government of India and the Government of Manipur to conduct an impartial and transparent investigation into this incident. Those responsible for the burning of Kharam Vaiphai must be identified and brought to justice without delay. The authorities must also ensure adequate compensation, rehabilitation, and security for the affected families.

No citizen should have to live in fear, and no village should be allowed to burn while security forces stand by helplessly. Justice, accountability, and protection of innocent civilians are essential to restore trust and peace. The people of Kharam Vaiphai deserve answers, justice, and the assurance that such a tragedy will never happen again.

On their way home to their village, they were stopped, in front of Mount Everest College, Senapati, where they were stopped by Senapati District Student Association (SDSA) members. There were also police members present there, security personnel. Instead of protecting Hengunsei Khongsai and his friends and his villagers, the security people have handed over these civilians into the hands of the SDSA... ❗It has come to light that amongst the 14 Kuki hostages still held captives by tangkhul led NSCN-IM operatives in collusion with Senapati District Students' Association (SDSA) Volunteers are 3 STUDENTS -

1. Hengunsei Khongsai - Age 17 ,
A student of Young Pillars College, Churachandpur, who is 38% permanently disabled (Muscular Dystrophy)
2. Tonggoulen Chongloi - Age 18,
A student of Eklavya Model Residential School(EMRS), Kangpokpi, who just cleared his Higher Sec. Board exam in captivity (he still is not aware)
3. Sehminhao Chongloi , Age 24
a student of Gunchu Institute for Competitive Exams.

❗It is appalling to even consider that a District Level Student body was involved in their abduction when it should've been doing the opposite, advocating for their safe release.

❗Also imperative to mention, their current conditions and whereabouts still remains unknown at the time of this post.

The strongest case for Sir Alex Ferguson over Pep Guardiola is actually pretty simple.

Football management is more than tactics.

Pep may have influenced football more stylistically, but Ferguson mastered every single aspect of management at the highest level for over 25 years. He wasn’t just coaching a team, he was running an empire.

What makes Ferguson unique is that he built multiple great teams from scratch and kept winning through entirely different football eras. Most managers have one peak cycle. Ferguson had about four.

The early 90s side with Cantona was different from the Treble side. The Treble side was different from the Ronaldo/Rooney era. Then he still won another title in 2013 with a squad that honestly had no business dominating the league the way it did. That level of reinvention over two decades is probably the hardest achievement in football management history.

And unlike Pep, Ferguson did not always have the best squad, best structure, or most money. He regularly outperformed stronger teams through mentality, adaptability, and sheer force of leadership. There’s a reason rival fans still talk about “Fergie Time” almost like mythology, his teams psychologically overwhelmed opponents before games even started.

Another thing people underrate is how difficult Ferguson’s environment was. The Premier League during his era had constantly changing rivals:

Arsenal under Wenger
Chelsea under Mourinho with Roman Abramovich’s money
Liverpool historically
Newcastle’s rise in the 90s
Blackburn spending heavily
Then later the rise of billionaire-backed clubs

Yet Ferguson remained the constant.

Pep, meanwhile, has mostly coached elite, ready-made superclubs with extraordinary infrastructure already in place. That’s not his fault, but it matters in historical comparisons. Ferguson turned young players into world stars repeatedly. Beckham, Giggs, Scholes, Ronaldo, Rooney different generations entirely. Pep improves elite players, Ferguson often created them.

And then there’s the longevity argument, which is massive. Staying at the top for 25+ years in football is nearly impossible now. Dressing rooms change, tactics evolve, player power grows, ownership changes happen, pressure increases. Ferguson survived all of it and still retired as champion.

Pep may end up as the greatest tactical coach ever. But Ferguson’s argument is that he was the more complete football manager leader, builder, psychologist, developer, winner, and cultural architect all in one.
