Yeah, it's admittedly an edge case (with some mindreading on my part added in). But ascribing Rubio's actions as SOS -- e.g., vis-a-vis the PRC -- to something other than his convictions and alignment with his boss's policies -- which is how I read it -- did seem to be intended as a dig.
