An extract from a piece that I wrote for the @thetribunechd contextualises this dichotomy that is fundamental to the malady that has afflicted our education system for decades now the gap between credentialing and capability.

“This chasm between ‘credentials’ and ‘capability’ is a consequence of an academic architecture that relegates employment integration to residual luck of campus placements and prestige hierarchy of limited eminent institutes. The vast majority of students enrolled in tier-2 and tier-3 city colleges, state universities and private self-financing institutions traverse their entire college life without any structured interface with a productive economy. Every education and training facility needs a minimum industry interface as a design principle that determines local or regional demand for particular skills……”

In 1996, Punjab’s debt was only Rs 15,250 crore.

By 2002, it had doubled to Rs 32,496 crore.

The debt, therefore, is not militancy-related but a consequence of populist and profligate spending over the past 30 years by successive governments.

Three decades later, how does Punjab measure up?

Its debt will stand at Rs 4.47 lakh crore by the end of the 2026-27 financial year.

About 23% of the state’s revenue receipts amounting to Rs 28,755 crore will service interest payments.

Debt repayment in the 2025-26 financial year — payment of principal and interest — amounted to Rs 43,194 crore.

In effect, the state is borrowing to pay interest on existing debt rather than spend on development.

The consequence is that on May 31, 2025, Punjab had the second highest debt-to-GSDP ratio (46.6%) in the country — trumped only by Arunachal Pradesh at 57%.

Punjab has to stop doling out freebies.

The state just can’t afford it.

Politicians of Punjab should closely focus on these two charts .

1. Per Capita income of Punjab as a percentage of All India has been declining since 1991 and Haryana has been rising continuously.

2. Punjab’s share in India’s nominal GDP declined from 4.3 % in 1985 to 2.4 % by 2024 .

Governence should be to better the quality of life of the people and not for the loaves and fishes of office .

The Indian democratic system requires a fundamental redesign:

Parliamentary and legislative institutions have all but collapsed now going back to the 1990’s because they have become gladiatorial arena’s to seize executive power .

“The fundamental truth is that the Indian education system is broken, perhaps irretrievably. It does not catalyse critical thinking or creativity. Rote learning is still the name of the game.

Until we encourage pre-primary, primary, middle and high schoolers to think for themselves and incentivise audacity that demolishes conformism, we will only build a society that will continue to pay obeisance to a feudal social order.

It is only the ability to think and act freely that can break the chains of patriarchy. Band-aid solutions cannot do it.

That is what Parliament should have discussed — how to liberate the next generation from the shackles of mental slavery that is intrinsic to the DNA of India’s education system and, by extension, its political and social milieu”.

India’s education system is broken perhaps irretrievably:

Band Aid Solutions will no longer work.

The entire education paradigm needs to be reengineered bottoms up and it needs to be done now.

One ritualistic Parliamentary debate will not fix it .

It is unfortunate that @BJP4Chandigarh wants to deny 20,000 litres of free drinking water to the people of Chandigarh.

Consider the following Chronology :

1. On 11 th March 2023 at 333 rd meeting of @MCChandigarh the General House of @MCChandigarh unanimously passed a resolution to provide 20,000 litres of free drinking water to the people of Chandigarh. This was before the Lok Sabha elections on 1st of June 2024.

2. On 4 th June 2024 @BJP4Chandigarh lost the Lok Sabha elections to @IndiaAllliance .

3. On 13 th June 2024 nine days after the @BJP4Chandigarh candidate lost the Lok Sabha elections then Administrator Sh. Banwari Lal Purohit @JAGDEVS94074014 rescinded the resolution of @MCChandigarh providing free water to the people of Chandigarh. (64 days after it was passed ) excersizing power under Section 423 of the Punjab Municipal Corporation Act -1976.

4. 9 th July 2024 in the 336 th meeting of @MCChandigarh I pointed out that the resolution of the General House can not be rescinded without show causing the @MCChandigarh as provided for in Section 423 of the Punjab Municipal Corporation Act 1976. The General House of @MCChandigarh unanimously rejected the action of @chandigarh_admn rescinding the resolution dated 11 th March 2024 and reiterated the earlier resolution.

5. Regrettably on 20 th February 2025 after the election of a @BJP4Chandigarh
Mayor the @chandigarh_admn again rejected the reiterated resolution of 9 th July 2024 erroneously invoking an emergent power under Section 423 of the Punjab Municipal Corporation Act 1976 when there clearly was no urgency or emergency as the original resolution was rescinded by @chandigarh_admn after 64 days .

6. To the best of my knowledge the @BJP4Chandigarh Mayor never brought this rejection letter dated 25 th February 2025 to the attention of the General House of @MCChandigarh .

Interestingly the @chandigarh_admn letter alleges that the decision to provide free water is against the bye-laws, but does not name a single bye-law that has been violated.
Is this how the Law Department of @chandigarh_admn should function ? By giving vague, and ambiguous legal opinions that fail the basic test of law?

7. It does not require rocket science to figure out who is against the poor people of Chandigarh getting free water as @chandigarh_admn also reports to a NDA/BJP Government in Delhi .

8. I urge the General House of @MCChandigarh to rise above partisan politics as this concerns the sanctity of an elected and representative house that represents the collective aspirations of the people of Chandigarh.

The Indian democratic system has to be fundamentally redesigned if Parliament and other legislative institutions have to perform their constitutionally mandated functions.

If Parliament and other legislative institutions continue to remain gladiatorial arenas to seize executive power they will keep plumbing to the unfathomable depths of a moral political, constitutional ( MCP) nadir - a process that commenced in the early 1990’s and hasn’t stopped ever since .

The first Lok Sabha ( 1952-57) met for 135 days and last one 17 th Lok Sabha met only for 55 days out of which 30 -35 odd days must have disrupted. The 13 th Lok Sabha, 14 th , 15 th and 16 th Lok Sabha fared no better.

The 18 th Lok Sabha may end up beating the record of the previous one in terms of legislative paralysis.

That is why there is need to have a fundamental relook at India’s democratic and Constitutional structure as we are not a democracy anymore today since the representative institutions of the will of the people are all but redundant.

Instead we are a two horse system- an arbitrary executive and a judiciary that appoints its own judges notwithstanding the Memorandum of Procedure.
