Jamaat-e-Islami presents budget proposal for 2026–27 fiscal year
Bangladesh Jamaat-e-Islami, in its capacity as the opposition party, presented its budget proposal for the fiscal year 2026–27 at a press conference held today, June 9, at Al-Falah Auditorium in the capital. The Honorable Leader of the Opposition and Ameer of Bangladesh Jamaat-e-Islami, Dr. Shafiqur Rahman MP, addressed the gathering.
The budget proposal was presented by Member of the Central Executive Council of Bangladesh Jamaat-e-Islami and Member of Parliament for Dhaka-12, Saiful Alam Khan Milon, MP. The press conference was moderated by Jamaat’s Assistant Secretary General and Secretary of its Central Publicity and Media Department Advocate Ahsanul Mahboob Zubair.
Among those present were Jamaat-e-Islami’s Nayeb-e-Ameer ATM Azharul Islam MP; Nayeb-e-Ameer Professor Mujibur Rahman MP; Secretary General and former Member of Parliament Mia Golam Porwar; Assistant Secretary General Maulana ATM Masum; Assistant Secretary General Maulana Rafiqul Islam Khan MP; Assistant Secretary General and former Member of Parliament Dr. AHM Hamidur Rahman Azad; Assistant Secretary General Maulana Abdul Halim; Assistant Secretary General Advocate Muazzam Hossain Helal; Member of the Central Executive Council Abdur Rab; Member of the Central Executive Council Principal Shahabuddin; Member of the Central Executive Council Advocate Matiur Rahman Akanda; Member of the Central Executive Council Mobarak Hossain; Member of the Central Executive Council and Dhaka South City Ameer Nurul Islam Bulbul MP; Member of the Central Executive Council Mohammad Selim Uddin; Central Executive Council Member Dr. Shafiqul Islam Masud MP; Central Executive Council Member Dr. Mohammad Rezaul Karim; and Member of the Central Working Committee Zahidur Rahman.
Among the leaders of the 11-Party Alliance, Chief Whip of the Opposition in Parliament and Convener of the National Citizens Party, Nahid Islam MP; Chief Coordinator of the National Citizens Party, Nasiruddin Patwari; President of the Jatiya Ganatantrik Party (JAGPA), Barrister Tasmia Pradhan MP; Chairman of the Bangladesh Labor Party, Dr. Mostafizur Rahman Iran; Chairman of the Bangladesh Development Party, Advocate AKM Anwarul Islam Chan; Secretary General of the AB Party, Barrister Asaduzzaman Fuad; Secretary General of the Bangladesh Development Party, Nizamul Haque Nayeem; Senior Nayeb-e-Ameer of Nezam-e-Islam Party Abdul Majed Athari; Nayeb-e-Ameer of Khelafat Majlish Ahmad Ali Qasemi; and Acting Secretary General of the Liberal Democratic Party, Mr. Billal Miahji were present at the event.
Addressing the presence, Bangladesh Jamaat-e-Islami’s Ameer and Leader of the Opposition, Dr. Shafiqur Rahman MP, said, “The people of Bangladesh and all of us are witnesses to history. The foundation of present-day Bangladesh can be traced back to 1947, when the two states of Pakistan and India had emerged. Pakistan was formed with the then East Pakistan and three other provinces. A vast territory of India lay between East and West Pakistan. The territory that gained freedom from British colonial rule and the undivided Indian subcontinent in 1947 had the same geographical boundaries that constitute present-day Bangladesh.”
The Jamaat Ameer prayed that Almighty Allah accept as martyrs those who sacrificed their lives, struggled, and endured hardships during the Language Movement of 1952 and the Great Liberation War. He also paid deep tribute to those who survived with injuries and continue to bear the scars of those historic struggles.
Dr. Shafiqur Rahman said, “Before the country's second liberation in July 2024, political leaders had promised the people that they would build a nation where justice would prevail, discrimination would be eliminated, economic hardship would be overcome, unemployment would disappear, and quality education would be ensured for every child. However, none of these promises were fulfilled. Rather, after assuming power, the then government failed miserably to respect the aspirations of the people. As a result, they became compelled to leave office.”
He further stated, “Through a continuous process of political transformations, Bangladesh has reached its current stage. In 2024, the people of this country fought with a deep aspiration for change. This struggle was not waged on behalf of any particular political party; it was a movement of the people. Faced with the united protest, resistance, and struggle of students, citizens, workers, farmers, and people from all walks of life, the fascist government was ultimately forced to step down in disgrace.”
Dr. Shafiqur Rahman said, “Today, shameless political interference is evident in the financial, political, institutional, and constitutional spheres of the country. From the central bank to commercial banks and insurance corporations, political influence is spreading everywhere, while individuals with proven records of misconduct are being appointed to important and sensitive positions. If such unjust political interference in the country's economic management continues, where will the nation ultimately end up?”
Referring to Jamaat’s people-oriented budget proposal, he said, “We believe that it is important to understand the aspirations of the people regarding what the national budget should look like in the coming years. With that understanding, we have presented our thoughts and proposals before the nation.”
Dr. Shafiqur Rahman said, “This is not a budget; rather, it is a pre-budget concept and proposal. If the government adopts any worthwhile recommendations from it, the people will benefit. This is not a matter of benefiting any particular political party. We are not presenting these proposals for the sake of any party. This budget framework is intended for the benefit of the 180 to 200 million people of the country.
The proposals we are presenting before the nation come with certain prerequisites. These are honesty, transparency, and accountability. The successful implementation of any budget depends on these three principles. If honesty, transparency, and accountability can be ensured, then we believe that the budget proposals we have put forward are fully achievable. However, without these qualities, no matter which government presents a budget, it will not be implemented effectively.”
He further said, “Our proposals will include several additional issues, both here and in Parliament. Our fiscal year currently runs from July to June. June is often a period when the country faces monsoon rains, droughts, natural disasters, and cyclones.”
Dr. Shafiqur Rahman stated, “We have observed that a substantial portion of the Annual Development Program (ADP) is rushed into implementation during the final two months of the fiscal year. In reality, this is not implementation; it is large-scale public plunder. The people do not benefit from it. Rather, the benefits go into the pockets of a small group of dishonest beneficiaries. We will propose in Parliament that the fiscal year be aligned with the calendar year. In that case, our resources will not be washed away by the monsoon season, and the utilization of public funds will be easier to monitor, Insha Allah.”
He added, “According to the rules, a supplementary budget should be presented to Parliament at least three months before the end of the fiscal year. However, in practice, we receive the supplementary budget only in the final month. By then, all expenditures, whether legal or illegal, justified or unjustified, have already been made. Black money and legitimate expenditures become indistinguishable. What benefit does the public gain when the supplementary budget is presented after everything has already taken place?”
The Jamaat Ameer further said, “The existing tax collection system is seriously flawed. Those who pay taxes effectively end up paying three types of taxes. One portion goes to the state treasury, another finds its way into the pockets of certain individuals involved in tax collection, and a third portion ends up in the hands of extortionists. Businessmen are deeply frustrated by this situation. As a result, the amount that actually reaches the national treasury becomes comparatively smaller.”
He continued, “If taxes can be collected with honesty and transparency, businessmen will automatically be encouraged to pay even more taxes for the benefit of the people and the state. This will benefit both the nation and its citizens. At the same time, we do not deny the necessity of expanding the tax base. We are presenting what we believe to be a people-friendly budget proposal before our beloved countrymen. Ultimately, the people will be the true judges of these proposals.”
He added, “After presenting the budget, we expect constructive feedback from the conscious citizens of the country. If they find any of our proposals beneficial, there is no need to say much about them. However, if any proposal appears contrary to the public interest, we request them to draw our attention to it and assist us through constructive criticism.” Concluding his remarks, he expressed his gratitude and thanks to all those present and prayed that Allah grant the nation the ability to build a Bangladesh that truly reflects the aspirations of its people.

বিবৃতিতে তিনি বলেন, “অন্তর্বতীকালীন সরকারের মাননীয় প্রধান উপদেষ্টা ড. মুহাম্মাদ ইউনূস ৬ জুন সন্ধ্যা ৭টায় জাতির উদ্দেশে প্রদত্ত ভাষণে বলেছেন, ‘ত্রয়োদশ জাতীয় সংসদ নির্বাচন ২০২৬ সালের এপ্রিলের প্রথমার্ধের যে কোনো একটি দিনে অনুষ্ঠিত হবে।’ তার এই ঘোষণায় জাতি আশ্বস্ত হয়েছে এবং ঘোষিত সময়ের মধ্যেই একটি অবাধ, সুষ্ঠু, নিরপেক্ষ ও গ্রহণযোগ্য নির্বাচন অনুষ্ঠান করার ব্যাপারে প্রয়োজনীয় পদক্ষেপ গ্রহণ করবেন বলে জাতি আশা প্রকাশ করছে।
তিনি আরও বলেন, জাতির তীব্র আকাঙ্ক্ষা সংস্কার, বিচার ও নির্বাচন এই ৩টি বিষয়ের ভিত্তিতে এবং ‘জুলাই সনদ’ প্রণয়ন ও বাস্তবায়নের মাধ্যমে অন্তর্বর্তীকালীন সরকার বাংলাদেশকে একটি সুষ্ঠু গণতান্ত্রিক ধারায় ফিরিয়ে আনতে সক্ষম হবেন।”
