The Uganda Insurers Association (UIA), with support from the Insurance Regulatory Authority of Uganda (IRA) and Africa Risk Management and Compliance Partners (ARMC), officially launched the Risk Assessment Project at a workshop that took place at Four Points by Sheraton Kampala. The project is aimed at improving risk management, regulatory compliance, data-driven decision-making, strengthening Anti-Money Laundering and Countering the Financing of Terrorism in Uganda’s insurance sector.
The workshop brought together industry leaders, regulators, compliance officers, and key stakeholders to discuss the project’s objectives, methodology, and implementation framework.
This underscores the industry’s collective commitment to strengthening governance, identifying emerging risks, and promoting a more robust & future-ready insurance sector in Uganda.

Earlier today, we held our Post Agents Awards Breakfast at Fairway Hotel.
UIA CEO, Mr. Jonan Kisakye expressed appreciation to the sponsors and congratulated all the winners of the Insurance Agents Awards 2025. He highlighted the significance of the Post Agents Awards Breakfast and committed to making it a recurring engagement every year.
Mr. Kisakye further urged industry players to remain proactive and adaptable in response to the ongoing changes and evolution within the insurance sector, and commended the notable growth of the Life Insurance segment, describing it as a promising area with significant potential for the industry’s future.
Mr. Moses Joshua Muyomba, Chairman of the Uganda Insurance Agents Association, acknowledged the critical role insurance agents play in expanding access to insurance services and deepening public trust in the sector. He encouraged agents to continue raising the bar, noting that future award winners should face even greater competition as standards of professionalism continue to improve.
Mr. John Makosya, Chief Operations & Impact Officer at Agro Consortium (U) Ltd emphasized the importance of agricultural insurance in helping farmers mitigate risks associated with their livelihoods. He noted that one of the key challenges remains the low level of awareness among farmers regarding the availability and benefits of agricultural insurance products, calling for increased sensitization and outreach efforts.
The breakfast event also recognized the outstanding achievements of the overall winners from the recently concluded Insurance Agents Awards. Mr. George Kaggo of Jubilee Insurance, Mr. Brian Nayebare of Mirai General Insurance, and Mr. Nelson Nsubuga of Jubilee Insurance were presented with tokens of appreciation in recognition of their exceptional performance and contribution to the industry.

Mr. Julius Nandeeba, Manager of the Financial and Insurance Sector at the Large Taxpayers Office, Domestic Taxes Department of the Uganda Revenue Authority (@URAuganda ), presents his speech on “Taxation: Understanding the Wider Tax Compliance and Implications Towards the Agent’s Services.” He emphasizes the strong link between insurance growth and the role of agents, noting that they remain a key channel in distribution and contribute significantly to revenue generation and employment creation.
He underscores tax compliance as both a legal and professional responsibility that supports national development. “When we talk about succession, we should not see it only as a legal obligation; instead, we should ask ourselves how our success contributes to national growth.”
Mr. Nandeeba raises concern about unlicensed individuals operating as insurance agents, warning that such practices undermine trust and threaten the integrity of the industry. He explains that under the Insurance Act, only duly licensed agents are permitted to operate and any unlicensed activity is illegal and outside the regulatory framework. He calls on professionals to remain compliant and vigilant in order to protect the credibility of the sector and ensure ethical conduct within the industry.
On taxation, he explains that compliance remains mandatory even when laws change in the future. “Any amendments to the law do not cancel responsibilities that arose under previous legal frameworks, meaning past tax obligations still stand and must be fulfilled.”
In conclusion, he emphasizes professionalism, integrity and full compliance within the insurance and taxation ecosystem. He notes that sustainable growth depends on both legal adherence and ethical conduct and calls on agents and stakeholders to strengthen accountability.

Mr. John Jet Tusabe - Director of Tax at @BDO_EA , emphasised that tax enforcement should be people-centred.
“In the process of enforcing the law, people need to understand that the law is for them,” he noted, pointing to the importance of fairness and clarity in tax administration.
He encouraged agents to proactively seek information and professional guidance, stressing that a better understanding of tax requirements not only ensures compliance but also protects their businesses from avoidable penalties.

This year’s IBAU Conference officially commenced on 22nd April and is currently underway at Hotel Triangle, Mbarara, under the theme “Trust Reimagined: Delivering on the Promise.”
Speaking at the conference, Alhaj Dr. Kaddunabbi Ibrahim Lubega, CEO of the Insurance Regulatory Authority (@IraUganda ), emphasized the need for the insurance industry to move beyond simply promoting top-selling policies. “Let’s be innovative, develop, and build products that challenge the status quo and serve the underserved” he noted.
