On April 2, North Problem-Oriented Policing officers (NPOP) were patrolling in the area when they observed a suspicious vehicle with two occupants inside of it, in the 700 block of Plaza Ave. When officers attempted to contact the suspects who were in the vehicle, one suspect fled on foot. After a brief foot pursuit, officers safely apprehended him. During a search of the suspect, officers located an illegally possessed, loaded firearm.
Officers safely detained the second suspect on scene and learned the suspect was on searchable probation. Officers conducted a search of the vehicle the suspects were initially in and located an illegally possessed, loaded firearm, and evidence indicative of drug sales, including 100 unprescribed oxycodone pills.
The suspects, 22-year-old Rishod Brown of Sacramento and 19-year-old Andrevious Ramsey of Sacramento were booked into the Sacramento County Main Jail on multiple weapons and drug related charges.

UPDATE 1: SWAT and Crisis Negotiators are still trying to bring this incident to a peaceful resolution. The suspect is still refusing to come out of the residence. Our department remains committed to utilizing the tools and techniques necessary to peacefully resolve this incident.

Julius Alford, 28 years old, 5 feet 11 inches tall, approximately 220 pounds, with black hair and brown eyes. He was last seen wearing a red hoodie and black jeans leaving a residence in the 7600 block of Harmony Oaks Way (in South Sacramento) on foot at approximately 12:00 PM. He was not reported missing until approximately 9 PM, as family initially believed he would return home.
Julius is considered at risk due to being autistic.

ARMED SUBJECT IDENTIFIED AND ARRESTED IN ARDEN AREA INCIDENT
On the evening of April 30, North Patrol Deputies responded to the area of La Sierra Drive in the Arden area, about a man armed with a knife , acting bizarre, approaching residences and reportedly attempting to access homes. That incident, which was captured on doorbell cameras understandably raised significant concern among residents.
Through investigation, Deputies identified the suspect as 56-year-old Brian Mattson. He was located and arrested this morning without incident. Through their investigation, the only crime they could charge him with was criminal trespassing, a misdemeanor.
Deputies learned Mattson was on felony probation; but Sacramento County Probation declined to place a probation hold. As a result, he was released from custody in less than two hours after being booked.
For public safety awareness, we are releasing Mattson’s photo. We are asking anyone who may have had contact with him, or who may have been a victim of any unreported crimes during this incident, to come forward. Additional victims and information could lead to further charges.

PUBLIC SAFETY ALERT: ICAC INVESTIGATORS SEEK POTENTIAL VICTIMS IN WOODLAND CASE
Detectives assigned to the Sacramento Valley Internet Crimes Against Children (ICAC) Task Force are asking for the public’s help in identifying potential victims connected to an ongoing investigation involving 41-year-old Kurt Willer of Woodland.
On April 30, 2026, Detectives served a residential search warrant at Willer’s home after developing information that he may be in possession of Child Sexual Abuse Material (CSAM). During the search, Detectives located additional evidence indicating Willer may have also been attempting to groom underage females. At this time, those potential victims have not yet been identified.
Based on the evidence collected, Detectives learned that Willer is currently a substitute teacher at Woodland High School, where he has worked since the beginning of the school year. Detectives have been notified that Willer is currently on paid administrative leave pending the complete investigation.
Detectives have also determined that he has been involved as a coach with local youth sports teams. Due to these roles, Detectives believe there may be individuals who have had inappropriate contact with him and may not yet be identified.
Willer has not yet been arrested at this time, as the investigation remains active and ongoing. Detectives are still concerned that additional juveniles may have had inappropriate or suspicious contact with Willer and are urgingparents and guardians to speak with their children about any potential interactions with him. UPDATE: Suspect in Deadly Officer Involved Shooting Killed, Fallen TCSO Deputy Identified
Sheriff Boudreaux has identified the TCSO Deputy shot and killed this morning during an Officer Involved Shooting in Porterville as 35-year-old Randy Hoppert, a six-year-veteran of the Tulare County Sheriff’s Office.
Around 10:20 a.m. on 4/9/26, TCSO Deputies were in the area Newcomb and Grand in Porterville serving an eviction notice, when 59-year-old David Morales opened fire on them, hitting Deputy Hoppert.
Deputy Hoppert was rushed to a local hospital, where we are heartbroken to confirm, he passed away.
Shortly before 6 p.m. tonight, Sheriff Boudreaux also announced that the suspect, David Morales, was run over and killed by Deputies driving the Kern County Sheriff’s Office SWAT vehicle.
Sheriff Boudreaux, and all of us at the Tulare County Sheriff’s Office, are shocked and deeply saddened by today’s tragic events. We ask that you keep our Deputy’s grieving family in your prayers.
On Friday, March 27, 2026, just before 8:30 p.m., Sacramento Police Department officers responded to reports of a collision involving two vehicles in the 1500 block of Florin Road. Responding officers located one of the involved drivers, an adult female, down in the roadway with life threatening injuries. Despite life saving measures, Fire personnel pronounced the female deceased on scene. The other vehicle involved in the collision fled the scene prior to police arrival.
Due to the circumstances, our Major Collision Investigation Unit (MCIU) Detectives and Crime Scene Investigators (CSI) responded to take over the investigation. They processed the scene, canvassed the area, and interviewed witnesses. The circumstances of the incident remain under investigation.
The Sacramento County Coroner’s Office will release the identity of the deceased after next-of-kin have been notified.
