HDCO has published a factual and evidentiary assessment of the Htan Shauk Khan battle of 2–4 May 2024.

The report examines the military context, witness methodology, casualty claims, population and evacuation records, unidentified remains, and the post-battle humanitarian response.

HDCO concludes that the evidence reviewed does not substantiate the allegation that AA personnel carried out a massacre of civilians at Htan Shauk Khan.

The report presents and assesses the available documentary, administrative, visual, testimonial, battlefield, and humanitarian evidence concerning the events of 2–4 May 2024 and their aftermath.

Violence Against Civilians by Islamist Armed Groups in Northern Arakan: In-Depth Analysis

(November 2023 to January 2026)

The Arakan region (Rakhine State) has long suffered from demographic changes, colonial
legacies, and violence fueled by extremist ideologies and armed conflicts.

Historically, northern Arakan was predominantly inhabited by indigenous communities, the Arakanese (Rakhine), as well as minority groups such as the Mro, Thet, Khumei, and Daingnet. A
Muslim presence existed in the pre-colonial period, though on a relatively smaller scale.

During British colonial rule (1824–1948), large-scale labor migration from the Chittagong region of British India was facilitated to support agricultural expansion. This colonial-era migration significantly altered the demographic, religious, and socioeconomic composition of northern Arakan, contributing over time to intercommunal tensions between established indigenous
communities and newly settled populations.

Strong Condemnation of the Targeted Attack on Yoe Ngu Village, Ponnagyun Township, Arakkha State by the Myanmar Military Commission Air Force and the Resulting Civilian Casualties

February 24, 2026

Today, February 24, 2026, at approximately 2:07 PM, the Myanmar terrorist military commission's air force launched a deliberate and targeted airstrike using a jet fighter on a local market within Yoe Ngu Village, Ponnagyun Township, Arakkha State.

As a result of this inhumane attack targeting civilians, approximately (17) innocent civilians were killed on the spot, and around (14) others sustained injuries. The victims include innocent children and the elderly. Furthermore, several civilian homes and market stalls were destroyed.

Launching an airstrike in broad daylight on a village with absolutely no military involvement constitutes a blatant commission of War Crimes and Crimes against Humanity. This act is a flagrant violation of the fundamental principles of the Geneva Conventions, which mandate the protection of civilians.

The Humanitarian and Development Coordination Office (HDCO) strongly condemns this brutal act of terrorism committed by the Myanmar military commission against innocent civilians.

We share the profound grief of the families of those killed and injured. We are working urgently in coordination with other relevant Arakkha departments to provide the necessary assistance and support.

We solemnly call upon the international community to take effective action to deter and stop such terrorist atrocities committed by the Myanmar military commission.

Ongoing Airstrikes in Arakkha Region: Military Council’S Air Force Bombarded Ngapali Town Using Four 500-Pound Bombs

The defeated and increasingly violent Military Council force carried out systematic airstrikes in Arakkha region. On December 28, 2025, a national election was held. The very next day, on December 29 at approximately 8:00 PM, Military Council aircraft conducted two consecutive air raids targeting Lin Thar Ward and Kyin Kan Gyi Village in Ngapali Town, Thandwe District, dropping four 500-lb aerial bombs.

As a result of these airstrikes:
• 9 innocent civilians were killed, including one 3-year-old child
• 14 civilians were injured
• 23 residential houses were burned and destroyed

In addition, on December 25, Christmas Day, Military Council force also launched an airstrike in Rat Shay Village, Thandwe Township, killing a 55-year-old woman.

These attacks are not isolated incidents, but part of a deliberate, repeated, and intensifying military strategy, in which the Military Council is directly targeting civilian-populated areas. The continuous escalation of air assaults has created a severe humanitarian crisis, gravely threatening the lives, safety, and homes of innocent civilians.

Therefore, we, together with the people of Arakkha, urgently and solemnly call on the international community not to ignore this crisis, and to take immediate and meaningful action to stop these repeated atrocities and protect civilian lives.

Airstrikes in Arakkha (Rakhine) State Following Human Rights Day (10 December 2025)

Since 10 December 2025, following Human Rights Day, the terrorist Myanmar military has intensified and continued daily airstrikes targeting civilian-populated areas across Arakkha (Rakhine) State.

At around 9:13 PM on 10 December, the military carried out a brutal airstrike on the Mrauk-U General Hospital, where civilians were receiving medical treatment, dropping two 500-pound bombs from aircraft. The attack killed 33 civilians, including a three-month-old baby girl and several pregnant women, and injured 76 others. At least five hospital buildings, as well as medical equipment and surgical wards, were destroyed in the attack.

On 11 December, at around 7:34 PM, two bombs were dropped on N/Lone Su Upper and Lower Villages in Kyaukphyu Township, killing eight civilians, injuring ten others, and destroying nine houses. Numerous domestic animals were also killed.

On 12 December, at around 9:00 PM, Y-12 aircraft bombed villages in Pauktaw, Ponnagyun, and Rathedaung Townships with a total of 38 drop bombs, damaging houses, vehicles, and livestock. In addition, Jet Fighters dropped two 500-pound bombs and used cluster bombs in a renewed attack on Mrauk-U Town.

In the early morning of 13 December (around 12:00 midnight), Jet Fighters carried out further airstrikes with three bombs on villages in Ponnagyun and Rathedaung Townships, killing livestock and destroying winter crops and paddy fields.

Furthermore, at around 11:05 AM, Jet Fighters attacked residential areas in Gwa Township, ThanDwe District, including the A Lel Ywar Main Road area, nearby hills, and the former Sakama battalion office compound. Preliminary reports indicate that several structures were damaged during the attack.

These consecutive airstrikes, carried out daily by the terrorist Myanmar military council, have resulted in extensive civilian casualties, displacement, psychological trauma, and the destruction of vital civilian infrastructure, particularly hospitals. Consequently, the humanitarian situation in the affected areas has severely deteriorated.

The terrorist Myanmar military’s continued and intensified airstrikes—even immediately after Human Rights Day—constitute a blatant violation of International Humanitarian Law (IHL) and the Geneva Conventions, showing complete disregard for international norms and civilian protection. Furthermore, these acts amount to serious human rights violations and constitute War Crimes and Crimes Against Humanity.

The terrorist Myanmar military continues to perpetrate such crimes against civilians not only in Arakkha (Rakhine) but also throughout Myanmar.

Therefore, immediate and effective action from international organizations, human rights mechanisms, and relevant authorities is urgently required to hold the perpetrators accountable and prevent further atrocities.

On December 10, 2025, at approximately 9:13 p.m., the People’s Hospital in Mrauk-U, Arakan State, was struck by an airstrike carried out by the Myanmar junta’s air force.
Preliminary information indicates that around ten patients receiving treatment were killed on the spot, while many others sustained severe injuries.

2 Years of Human Rights Violations in Arakan

(Nov 13, 2023 – Nov 13, 2025)

I. The Humanitarian and Development Coordination Office (HDCO), the department responsible for humanitarian affairs under the ULA-led Arakkha Government, issues this statement on the occasion of the 77th International Human Rights Day.

II. The people and Government of Arakan stand firmly for the human rights of every individual in Myanmar and around the world, and we express deep solidarity with all those suffering from human rights violations perpetrated by brutal forces.

III. At the same time, the people of Arakan have endured some of the most severe human rights violations in modern history and in the contemporary global context over the past two years (13 November 2023 – 13 November 2025).

IV. The internet and communication blackout—initially imposed under the previous semi-democratic government and expanded into a near-total blockade by the junta since late 2023—continues to shield perpetrators from accountability. This ongoing isolation has left civilians in areas beyond the junta-controlled towns of Sittwe, Kyaukphyu, and Manaung extremely vulnerable to further human rights violations.

V. The sole perpetrators of these violations, atrocities and crimes are the illegal and illegitimate Myanmar military junta in Naypyidaw and extremist Islamist groups operating along the Arakan–Bangladesh border.

VI. In recent months, the HDCO has published a detailed report documenting the junta’s crimes, with particular focus on its airstrikes that have caused mass civilian casualties across Arakan, supported by verifiable evidence.

VII. HDCO records clearly show that Arakanese (Rakhine) civilians have been the primary victims of atrocities committed by both the junta and extremist Islamist groups, followed by members of other communities including Muslims, Mro, Thet, Khami, Daingnet and others.

VIII. Human rights belong to all peoples and communities without distinction as to race, ethnicity, religion, gender or any other status. The Arakkha Government remains fully committed to protecting and promoting the human rights of all residents living in Arakan.

IX. We therefore urge the United Nations, international NGOs, and global media outlets covering Arakan to report the situation on the ground in a fair, balanced and impartial manner, relying on credible sources and fact-based evidence.

Rice Support Implementation (Funded by Rakhine Traditional Thingyan, Tokyo, Japan)

A total amount of MMK 33,939,557 donated by Rakhine Traditional Thingyan (Tokyo, Japan) with genuine compassion for the people of Arakkha was received by the Humanitarian and Development Coordination Office (HDCO). The donated fund has been utilized for the rice support program for internally displaced persons (IDPs) in Paletwa, Toungup, and Ann Townships.

Implementation Status
This support activity was carried out between October 20 and 30, 2025 in Paletwa, Toungup, and Ann Townships.

1. Paletwa Township
Rice bags were distributed to 149 displaced households (787 persons) from 6 villages under Mee Chaung District.
The total expenditure amounted to MMK 11,708,700.

2. Toungup Township
Rice bags were distributed to 258 displaced households (1,042 persons) from 8 villages.
The total expenditure amounted to MMK 14,584,900.

3. Ann Township
Rice bags were distributed to 393 households (1,187 persons) from Wards No. 3, 4, 5 and 3 villages.
The total expenditure amounted to MMK 6,131,000.

Summary of Support
In total, across Paletwa, Toungup, and Ann Townships —

· Villages covered: 17
· Wards covered: 3
· Households supported: 800

· Beneficiaries: 3,016 persons
· Rice bags distributed: 507
· Total expenditure: MMK 32,424,600

The remaining fund is being managed for the continuation of humanitarian support activities.

The return of armed clashes on November 13, 2023, in Arakan brought unprecedented changes to the region's security, political, and socioeconomic landscape. While the military coup by the Myanmar junta in early 2021 produced national political turmoil, the Arakan liberation war led to the junta's removal from most of Arakan land.

Since its illegitimate seizure of power, the Myanmar junta—formerly known as the State Administration Council—has committed nationwide war crimes and crimes against humanity. Lacking popular support, the regime has resorted to maximum despotic power, using fear and harm against the entire population as its primary means of control.

Armed uprisings by the majority Bamar ethnic group in central Myanmar have opened new possibilities for nationwide politics, with greater commitment to a federal union featuring high sub-national autonomy and equal power-sharing in the central government.

However, as the junta loses ground to resistance forces, it has increasingly relied on air power, indiscriminately targeting civilian sites as a tactic of collective punishment against populations under resistance control. Prominent instances of the junta's brutal airstrikes beyond Arakan include:

• Pa Zi Gyi Village Airstrike (April 11, 2023): Jets bombed a civilian gathering in Sagaing Region, killing 155 people (including 30 children).

• Mung Lai Hkyet Displacement Camp Airstrike (October 9, 2023): A nighttime bombing of a camp in Kachin State for 150 displaced families killed 28 civilians.

• Kanan Village Church Airstrike (January 7, 2024): In Sagaing Region, airstrikes hit a Sunday church service and nearby homes, killing 17 civilians (including 9 children) and wounding dozens.

• Let Pan Hla Village Airstrike (March 14, 2025): Midday strikes on a village in Mandalay Region killed 27 civilians and injured more than 30.

With looming elections and junta offensives across the country, air attacks have become more dangerous and indiscriminate against civilians in resistance-controlled areas. The junta's war crimes remain unpunished, and victims' families continue to await delayed justice.

Malaria Prevention and Treatment Activities in Maungdaw Township

As part of its health program to prevent mosquito-borne diseases during the monsoon season, the Humanitarian and Development Coordination Office (HDCO), in collaboration with the relevant health department, carried out a Malaria Response activity during the third week of August 2025. This field operation was conducted in eight villages within Maungdaw Township that had not yet received health assistance.

Due to insecurity and poor road access in Maungdaw Township, communities—particularly minority villages (Mro ethnic villages) —face significant challenges in accessing essential health services. In response, health staff, together with HDCO and partner departments, conducted malaria testing, provided treatment for confirmed cases, and carried out health awareness sessions. Out of approximately 100 people tested, 17 were confirmed malaria-positive.

In addition, as part of the broader health program, HDCO, in cooperation with the relevant departments of The Arakan People's Revolutionary Government (APRG), is implementing other activities such as dengue fever prevention awareness campaigns, distribution of mosquito nets, and provision of medicines for skin diseases. We also encourage both local and international humanitarian organizations to extend their support to address the urgent health needs of affected communities.

Humanitarian Assistance Provided in Maungdaw and Buthidaung Townships

Humanitarian and Development Coordination Office (HDCO) is working to ensure that humanitarian aid reaches townships in Arakan where assistance is scarce. This includes support for both displaced populations and vulnerable local communities who are facing hardships without access to emergency aid.

From July to August 2025, HDCO township offices, in collaboration with donors and local partner organizations, provided humanitarian assistance to 789 Muslim households (a total of 5,004 individuals) from 10 wards and villages in Maungdaw and Buthidaung Townships. The support included:

- 429 bags of rice
- 248 tarpaulin sheets
- 6,880,000 MMK in cash support
- 209 packs of prenatal supplements
- 20 bags of paddy seed

HDCO reaffirms its commitment to continue providing emergency humanitarian assistance to vulnerable communities in townships with high needs and limited aid, including both displaced persons and local civilians who have yet to receive support.

Distribution of Mosquito Nets to IDPs and Local Communities in 12 Townships

The Humanitarian and Development Coordination Office (HDCO), in collaboration with the Arakkha Department of Health and other relevant departments, is implementing a health program during the rainy season to prevent mosquito-borne diseases.
As part of this program, a total of 6,850 mosquito nets were distributed to 4,851 households (23,286 individuals), including internally displaced persons (IDPs) and local communities.

The supported townships are:
Buthidaung, Maungdaw, Rathedaung, Ponnagyun, Paletwa, Minbya, Pauktaw, Ann, Kyaukphyu, Ramree, Taungup, and Gwa.
Current Situation

The Myanmar military council continues to use ground, naval, and air forces to target and attack civilian homes and buildings. As a result, many houses and structures have been destroyed or abandoned. This has led to overgrowth of shrubs and bushes in the ruined areas., overcrowding in IDP camps, and increased mosquito breeding, raising the risk of disease outbreaks.
Impact
The distributed mosquito nets will help prevent mosquito-borne diseases such as Malaria, Dengue Fever, and Chikungunya among IDPs and local communities.
Combined with health awareness campaigns, public knowledge on disease prevention and health practices will also improve.
Appeal
We urge local and international organizations, as well as private donors, to join efforts in providing essential health support and meeting other urgent needs of IDPs and local communities.

Airstrike in Thayet Tapin Village, Kyauktaw Township, resulting in mass civilian casualties including schoolchildren

Date of Incident: 12 September 2025
Location: Thayet Tapin Village, Kyauktaw Township, Arakan State
At approximately 1:00 a.m. on 12 September 2025, the Myanmar military conducted an airstrike on civilian residential areas in Thayet Tapin Village, Kyauktaw Township, by dropping two 500-pound bombs. The bombs directly struck and exploded in front of Pannya Pan Khin Private High School in the village. As a result, civilians, including schoolchildren, were killed and injured in large numbers. At present, a total of 20 fatalities has been confirmed.

Fatalities: 20 (18 males, 2 females). Of these, 18 were students under the age of 18.
Injured: 21 (12 males, 9 females). Among them, 8 are children under the age of 18, including a one-year-old infant. Five of the injured are reported to be in critical condition.

Background Information:

From November 2023 to August 2025, military attacks in Arakan State caused the deaths of 184 children under the age of 18, with an additional 474 injured. Of these casualties, 102 deaths and 213 injuries were the result of airstrikes.
Furthermore, airstrikes by the Myanmar military destroyed 37 schools, while artillery fire destroyed another 10 schools, totaling 47 schools attacked and damaged during this period.
This airstrike, which resulted in the mass killing of schoolchildren and civilians, constitutes a grave war crime perpetrated by the Myanmar military. Such deliberate attacks against innocent civilians must be urgently halted. The international community and relevant organizations are strongly urged to take immediate action to prevent further atrocities and to ensure the protection of the lives, homes, and safety of civilian populations.

The Management and Distribution of MMK 100,100,000 Donated by Phyu Phyu in Australia Tour to HDCO for Kyaukphyu, Pauktaw, Ann, and Ramree Townships

1. Kyaukphyu Township
In Zin Chaung and Sanae wards, support was provided to (5) households with (43) people, consisting of 2,150 thatched leaves for roofing, 16 mats, and 2 tarpaulin sheets.
• Total expenditure: MMK 1,181,000

2. Pauktaw Township
In Wards No. 5 and No. 3, a total of (371) households across (6) villages received rice. Out of 200 bags allocated, (190) were distributed, with (10) bags remaining in the Pauktaw Township office.
• Total expenditure: MMK 12,500,000

3. Ann Township
Across (5) wards and (24) villages, (1,086) households with (4,020) people received (1,340) bags of rice.
• Total expenditure: MMK 58,996,000

4. Ramree Township
In Myoma, Lay Taung, and Kyauk Ni Maw wards, (86) households with (271) people received (46.16) bags of rice, 2,700 thatched leaves for roofing, and 570 bamboo poles.
• Total expenditure: MMK 9,557,000

Summary

In total, across Kyaukphyu, Pauktaw, Ann, and Ramree Townships:
• (41) villages
• (1,548) households
• (4,334) people
• 1,576.16 bags of rice, 4,850 thatched leaves for roofing, 570 bamboo poles, 2 tarpaulin sheets, and 16 mats
• Total expenditure: MMK 82,234,000

These distributions have been carried out and further support is continuing.
