Parents/medical professionals often specify by month because there’s a LOT of development on a monthly basis in the first several years of life.
There’s a huge difference between a 12 month old and a 16 month old, but both are technically one. Same with 24, and 28 or 32 months.
I’d argue that it’s just another part of living in survival mode.
There’s a point at which folks are willing to risk a degree of personal security for material security/social status.
