As Rwanda continues transforming its public transport system through reforms such as dedicated bus lanes and smart urban mobility initiatives, experts and stakeholders are increasingly calling for serious discussions around the future of Ride-Hailing services in the country.
Globally, digital ride-hailing platforms have become an important part of urban transportation, creating jobs, improving mobility, enhancing passenger safety, and supporting economic growth through technology-driven solutions.
A recent study done by @KPMG show that countries adopting balanced and innovation-friendly regulations are seeing strong results from the sector. A 2024 KPMG study found that Portugal increased licensed ride-hailing drivers from 18,265 in 2018 to over 66,000 by 2023, while transport fares declined and government revenues increased.
The study also highlighted broader social and environmental benefits. In Brazil and Mexico, more than half of working women using ride-hailing services reported improved access to employment opportunities. Dubai also reduced nearly 20,000 tonnes of CO₂ emissions in 2024 through expanded e-hailing systems.
Experts argue that ride-hailing services help address transport gaps not fully covered by public transit while reducing inefficiencies such as traffic caused by drivers searching for parking.
For Rwanda, analysts say the focus should be on developing modern, evidence-based regulations that prioritize safety, accountability, innovation, and economic inclusion rather than excessive restrictions.
Key recommendations include strong vehicle and driver safety standards, digital oversight systems, fair taxation, flexible work models for drivers, and avoiding unnecessary vehicle quotas or geographic limitations.
Stakeholders believe ride-hailing should be viewed not as a luxury service, but as part of Rwanda’s broader transport infrastructure and smart city agenda.
Institutions including the @RwandaInfra (MININFRA), @RTDARwanda, @REMA_Rwanda, @RDBrwanda, the @CityofKigali, and the @PSF_RWA are being encouraged to explore policies that support the sector’s growth.
With rising fuel prices and increasing urban mobility demands, ride-hailing is increasingly being seen as a potential solution for improving transport efficiency, creating employment opportunities, supporting innovation, and contributing to Rwanda’s long-term economic growth.
