the labour party objected to it being anti Semitic to say a jewish person is more loyal to israel than their native country.

if objecting to this in the ihra, then you theoretically conflate the two more.

few states in usa still allow use of this technique, for israel to be responsible there would need to be evidence of them preassuring the USA police to use the technique.
