Perhaps the first step is to DM each and ask for their individual experiences to show that their concerns are being taken seriously.

I appreciate that your comms officer/social media rep serve to diffuse tension and promote the prison in a positive manner, rather than being responsible for investigating complaints.

You cannot oversee every interaction. As to what is appropriate, well that is relative & dependant on how you define appropriate.
