Following the scrapping of extra vetting requirements to register for IDs in border counties and the removal of fees charged on first-time applications, more people are turning up to register for IDs.
The use of Live Capture Unit technology to register students in schools and people in remote areas has also made the service more accessible.
As part of our Jukwaa la Usalama visit to Wajir County on Wednesday last week, our National Registration Bureau team registered a section of students from Wajir Secondary School for IDs.
Today, they were issued with their ID Cards in a ceremony presided over by the County Commissioner, Mr. Karuku Ngumo, assisted by Mr. Galgalo Ofole, the Wajir County Registrar, and other registration staff.
It takes three to seven days to receive an ID Card once a person is registered. We shall step up our reforms in the sector to ensure no Kenyan is left behind.
I have been reading all the posts that show frustration among non-Luo ODM members over the Luo-ODM block's newfound love for the broad-based government.
But you have to cut Luo government supporters some slack when you look deeper into the issues.
First, you have to admit that in the last two years, Ruto's appointment of a Chief of Defence Forces, a CS Treasury and an AG from the community, all for the first time ever, is impossible to dismiss in the eyes of the tribe. You can add the second ever PS Interior. The first question an ordinary Luo asks is why these posts never landed at the doors of the second largest and most educated community in the land. And it's not for lack of qualified people. I am a military watcher, so I'll give mostly military and security examples.
In 2000, ahead of his retirement, the peerless Gen Daudi Tonje placed a call to his VCGS, Lt Gen Daniel Opande, reputed global circles to be the finest officer ever from Africa. He told Opande that he was retiring and was heading to see Moi to recommend him (Opande) as the next CGS (the precursor to today's CDF version). Tonje told Moi what no other officer before or after him would have had the courage; "Lt Gen Opande is a finer officer than even me, and the best Kenyan to ever don that uniform. I'd like him to succeed me and I guarantee that he will be the best".
By then Kofi Annan had been hounding Moi for years to give him Opande for UN duties one more time, but Moi had been refusing. Well, Tonje had in fact been the one refusing, because the reforms he had initiated in the institution were so far reaching that he wanted an officer in his own image to succeed him, in order to sustain them in the short term. Moi suddenly called Annan to come for Opande and appointed the utterly colourless Gen Joseph Kibwana as CGS. Opande was the best officer in uniform but was Luo. Fast-forward to Ruto realising that Gen Ogola was the best on the list and making the appointment, with Gachagua almost committing suicide over it.
You will go on and on. For instance, Kibaki finding out that Francis Okonya had been touted as the best suited for Police Commissioner, but appointing Mathew Iteere instead. Or Uhuru sending out a team to seek the best replacement for Maj General Gichangi as Director NIS, and the entire team returning with just one name: Maj Gen George Owino. By this time, Owino had been in fact overlooked for Director Military Intelligence. Or when Isaac Ochieng aced the interviews but the fumbling Kimaiyo was appointed instead. You could ask questions even about the AG position; wasn't there a Luo jurist in 60 years, qualified enough for that position, in the land that raised the finest lawyers? Or a Luo economist good enough for Central Bank Governor or CS Treasury?
You have to see these things from the eyes of a village Luo. The feeling is that Ruto was the first to ever have the courage to truly bet on the community. Long used to marginalisation, imagine the feeling when Mbadi gallivants in the land all weekend as "wuon dola", the father of Dollars, or when Dorcas Oduor, a quintessential community professional, confirmation of why we educate our girls, comes home as the government's top legal mind. And that is before Wandayi arrives to "keyo mach", shooting fire (well, it means to distribute electricity, but a Luo speaker wouldn't miss the sexual connotation).
So yes, get frustrated with the Luo government supporters but please understand their position too!
