At the opening of the 2026 World Artificial Intelligence Conference and High-Level Meeting on Global AI Governance in Shanghai, where I joined His Excellency President Xi Jinping, UN Secretary-General António Guterres and leaders from across the world.

Today I addressed the "Win-Win BRICS" Forum at the 2026 World Artificial Intelligence Conference in Shanghai, speaking on behalf of the Global South. Yesterday Kenya signed the Agreement establishing the World Artificial Intelligence Cooperation Organization, because AI should serve all of humanity as a public product, and because the institutions that will govern it are being built right now.

The challenge is clear. Our populations are the youngest on earth, yet ninety five per cent of Africa's AI talent lacks adequate computing power, and the continent draws just one per cent of global venture capital. Moving from consensus to practice means widening access, building local capacity, and prioritising real application in agriculture, health, education and public services.

Kenya is ready to carry its share. With geothermal leading our clean energy mix, we invite partners to build data centres and use Kenya as a gateway to the African Continental Free Trade Area. I am proud to announce that Kenya has proposed to host the Eastern Africa regional office of the new Organization. The future of AI must be inclusive, and Kenya will help build it.

Today in Shanghai, I signed, on behalf of the Republic of Kenya, the Agreement establishing the World Artificial Intelligence Cooperation Organization (WAICO). We signed because we believe artificial intelligence should be a global public good, one that reaches ordinary people and not only a few countries.

For Kenya, this is practical. It means a farmer in Nakuru getting a crop advisory in Kiswahili on the phone she already owns, a clinic in Kisumu triaging patients faster, and a young developer in Nairobi able to access compute and models at fair prices. Kenya brings real experience to this work. We gave the world mobile money, and our National AI Strategy sets out a clear plan to make Kenya a leading hub for AI innovation in Africa.

Tomorrow I address the "Win-Win BRICS" Forum on behalf of the Global South. Our position is simple. We want partnerships that train our people and grow our own industries, not arrangements that only sell to us. Kenya is ready to work with WAICO, the United Nations, and all partners who share this goal.

This morning I met with the Chairman of City University of Hong Kong and his team to explore a partnership on AI, green data centres powered by our own renewable energy, and skills for young Kenyans.

We discussed practical cooperation across four areas: AI education and joint research, green data centres run on Kenya's clean energy, digitising government services, and knowledge and technology transfer. The plan is to link CityU with Konza and our universities through sister-institution ties, scholarships, and pilot projects that start small and scale.

Kenya brings real strengths to this: a young population, with nearly 70% under 35, and abundant clean energy under 365 days of sun. We're now moving to a practical agreement in the coming weeks.

The goal is simple: real projects and early wins, not paperwork that sits in a drawer.

Today in Beijing, I witnessed the signing of a partnership that opens a real door for young creators across Kenya and Africa to a market of over a billion people, anchored on the MoU between Kenya and China. WAPI Group and Volcano Engine, ByteDance's cloud and AI arm (the company behind TikTok), will Base the creator platform Tazama here in Kenya, giving our young people the AI tools, localisation support and payment systems to earn from their talent and reach China and other global markets from home.

This is also a genuine cultural exchange. Just as our creators gain access to global platforms, African stories, music and content will reach audiences in China, a digital market of over a billion people where Volcano Engine already holds close to a 50 percent share. It is a powerful engine for digital tourism too, showcasing Kenya's landscapes, heritage and culture to the world and drawing visitors to experience them firsthand. Kenya sits at the gateway to a continental market of some 1.5 billion people, and the partnership will also support African language content, starting with Kiswahili, so our stories and voices travel the world without losing who we are.

The future of work for our youth is digital, and the Ministry will keep providing the enabling environment, partnerships and skills pathways to make sure the opportunity reaches as many young people as possible. To every young creator watching: the door is open. Walk through it.

On the sidelines of the AI for Good Global Summit, I had the pleasure of meeting Philip Colligan CBE, CEO of the Raspberry Pi Foundation, and Ann Burton-Corea, Global Director for Partnerships.
Our discussions focused on collaboration on digital skills, computing education and preparing Kenya's young people for an AI-driven future.

Kenya is already laying strong foundations, from the Digital Superhighway and our National Digital Hubs to Konza Technopolis and a National AI Strategy.
The opportunity now is to turn that infrastructure into skilled people, real innovation and lifelong opportunity for every learner, teacher and community.

This morning I joined fellow ministers at the WSIS Ministerial Roundtable on AI, Digital Transformation and Inclusion in Geneva.
A third of humanity is still offline. AI will not close that gap on its own. Deliberate policy will.
I shared Kenya's experience: over 22,000 government services on eCitizen serving more than 13 million Kenyans, a National AI Strategy that puts people at the centre, and a Data Protection Act anchoring trust since 2019. I was also honest about our constraints. Skills, compute and quality data remain the hard part for much of the Global South.
Kenya committed to translate the WSIS resolutions into a national digital roadmap, reporting progress from 2027.

I joined the AI for Good workshop on Cities That Think and Act, on how agentic AI, physical AI and the Citiverse are changing the way cities serve their people.
My message was simple. Kenya's smart city story did not begin with sensors. It began with a payment. M-Pesa taught millions of Kenyans to trust digital services, and that trust is the foundation every city system must earn.
I shared how we are building on it: Konza Technopolis as a long term investment in smart urban infrastructure, broad public engagement before major deployments, and legal safeguards that keep a human accountable for every decision a machine informs.
The ITU launched new tools and standards for people-centred smart cities, now reaching over 300 cities worldwide. Kenya will keep contributing to that work, because the choices cities make on AI today will decide who benefits from it tomorrow.
