Ours was already scheduled by NVC in March and April, but got cancelled due to COVID. For the cancelled interviews BMB consulate has to schedule.

Usually NVC schedules with Mumbai after your case gets approved and they will send an email with the date of interview and location.

Even F2 dependents can book visa appointment in mumbai and Immigrant visas are being avoided. "Appreciate a reply from you as soon as possible.”
