Africa’s Intelligence Failure Against an Evolving Terror Threat
According to the U.S. military, African intelligence services and their international partners are facing mounting difficulties in deeply infiltrating terrorist networks operating across the continent. Penetrating the inner workings of these groups, including their leadership, command structures, operational capabilities, financial architecture, and long-term strategic intentions, has become increasingly elusive as they continue to execute devastating and highly coordinated surprise attacks across Africa.
The recent large-scale attack in the Democratic Republic of Congo (DRC), claimed by Islamic State Central Africa Province (ISCAP), and the earlier sophisticated assault in Mali claimed by Jama’at Nusrat al-Islam wal-Muslimin (JNIM), underscore a troubling reality: these groups are becoming more adaptive, more secretive, and operationally more sophisticated. Their ability to conceal networks, preserve command structures, and strike with precision highlights serious intelligence gaps and exposes vulnerabilities within regional security frameworks.
Even more alarming is the steady evolution of their capabilities. The growing use and acquisition of drones, increasingly sophisticated weapons systems, and technology-driven financial mechanisms suggest that these groups are not merely surviving counterterrorism pressure, but actively modernizing and adapting to the demands of contemporary warfare. This trajectory should serve as a stark warning to intelligence and security institutions across Africa and beyond.
Unless intelligence services dramatically improve infiltration capabilities, regional coordination, technical surveillance, and financial tracking mechanisms, the continent risks confronting extremist organizations that are increasingly agile, technologically enabled, and capable of launching more lethal and unpredictable operations with strategic effect.

Misreading Al Shabaab: A Flaw at the Heart of U.S. Counterterrorism Strategy
One of the most striking weaknesses in U.S. counterterrorism strategy is the apparent assumption that Al Shabaab is a clan-based organization. This interpretation is fundamentally mistaken. Had Al Shabaab been structured along clan lines, it would almost certainly have fragmented and collapsed years ago. The group’s endurance and reach are instead rooted in three interconnected pillars: an extremist ideological framework, a cadre of criminally motivated actors, and a system of harsh authoritarian control over the populations it governs.
This misreading points to a deeper analytical failure. Current U.S. assessments of Al Shabaab appear to rest on flawed intelligence and superficial analysis rather than a rigorous understanding of the organization’s true character and operational logic.
A second significant distortion concerns the framing of the broader counterterrorism mission in Africa. Presenting the protection of African Christians as a core strategic objective is both misleading and politically loaded. Across the continent, Muslim and Christian communities have coexisted for generations, sharing neighbourhoods, markets, and civic life. The terrorism unfolding in Africa today is not a religiously targeted campaign against any one faith group.
The evidence makes this clear. In Somalia, Mali, and Niger, where between 90 and 100 percent of the population is Muslim, the primary victims of terrorist violence are Muslim civilians themselves. Framing the conflict as a defence of African Christians does not reflect the reality on the ground. It obscures who is actually suffering, and risks distorting the strategic priorities that should guide a credible and effective response.

Iran and Houthis Seek to Draw Al-Shabaab into Red Sea and Gulf of Aden Operations
Iran and the Houthis are pushing Al-Shabaab to become involved in future operations in the Red Sea and the Gulf of Aden.
Reliable sources indicate that Iran has directly contacted senior Al-Shabaab leaders, requesting that they cooperate with the Houthis in potential operations that could be carried out on both sides of the Red Sea and the Gulf of Aden.
Military officials from Iran reportedly met with representatives from Al-Shabaab and the Houthis at the port of Hodeidah in Yemen in mid-March 2026. Al-Shabaab was promised that, if the conflict concludes, it would receive significant financial and military support, potentially the largest Iran has ever provided to the group.
The identities of the Al-Shabaab members who traveled to Yemen have been kept highly confidential. However, it has been confirmed that they were not the usual operatives known to move between that region and the Golis Mountains, but rather members of Al-Shabaab based outside the country.

Southwest Somalia President officially resigns
The President of the Southwest State of Somalia, Abdiaziz Laftagareen, has announced his resignation from office just hours after appointing his Minister of Finance as Acting President.
This resignation, which Mr. Laftagareen shared on his official Facebook page, appears to have been driven by mounting pressure following a clear erosion of his leadership authority within Southwest. Credible sources have confirmed that he was prevented from leaving Baidoa until he formally stepped down, underscoring the intensity of the internal power struggle.
At a time when the constitutional institutions of Southwest are effectively non-functional, it is anticipated that an interim leadership will soon be installed to steer the administration through this crisis.

Notably, he hails from Lower Shabelle itself, a factor likely to strengthen his local legitimacy and operational effectiveness which will help the Security and the Governance of the region.

The current political posture, driven by an attempt to extend power without broad consensus, reflects a failure of leadership. Instead of building unity, the administration has chosen a path that deepens division and weakens institutional legitimacy.
Statements emerging from this leadership do not support national security efforts. They create confusion, erode morale, and risk aligning with narratives exploited by Al-Shabaab.
At a time of active military operations, political survival must not override national interest. The leadership must either restore consensus and align with federal efforts, or accept responsibility for undermining both governance and security in South West State.
