During his testimony before the Madlanga Commission, Advocate Kemi Behari, former Head of Legal Services at the City of Ekurhuleni, indicated that more than R100 million allocated for events had gone unaccounted for. He further stated that, upon initiating an investigation into the matter, he was instructed by his colleague, Mr Mojapelo, to discontinue the inquiry on the basis that the issues had already been resolved.
The individuals who were to form the subject of the investigation included Mr TK Nciza, the brother of Mr Xolani Nciza (Head of Employee Relations), whose qualifications had previously been questioned by Ms Linda Ngxasheka, the then Head of Human Resources, as well as Mr Sbu Leope, also known as DJ Sbu.
