The final blow lands downtown only because there’s no other way to stop Doomsday. That is his primary function: protect life, then stop the threat.

In The Death of Superman, he takes on Doomsday in Metropolis—absorbing the blows to keep civilians safe. He dies on the street so no one else has to.
