His argument is that the old model, export oil, import everything else, and depend on American military protection, is steadily giving way to something different.
Countries across the region are trying to build industries instead of simply exporting raw materials.
And they're increasingly looking to the east as well as the west.

🇮🇷🇮🇱 Israel's war to isolate Iran isolated Israel instead.
The plan was simple enough. Hit Iran, rattle the Gulf, and push the Arab states under Israel's wing against the common Persian threat.
Then Iran hit back, striking Gulf states and shutting the Strait of Hormuz, and everyone assumed that would drive the Arabs even closer to Israel.
It did the opposite. The Gulf looked at the wreckage and decided the real mistake was trying to isolate Iran at all, and the real risk was leaning on a U.S. umbrella that buckled when it counted.
Now Saudi is leading talks to pull Iran into a regional security pact, a non-aggression framework built on Cold War Europe's Helsinki model, less Washington, more neighbors.
Qatar's PM put it plainly: "Part of what we are doing now, as regional countries, is to create this regional security framework between us and Iran."
Nothing is signed, and plenty of Gulf capitals still don't trust Tehran an inch. But the direction is unmistakable, Iran gets drawn in, and Israel gets left standing outside.
For now the Gulf is drawing its new security map, and Israel isn't on it.
