Not true. It reduces the number of social rented homes and the Council cannot use the money from the sale to build another home because the Treasury took 90% of it.
Selling a Council home to the people who live in it does not add to the shortage of homes. If the Council uses the money from the sale to build another it adds to the supply of homes.

My recollection from Guderian's biography was that he as General of the Panzertruppen wanted to shift Germany's tank production to focus on MkIVs and Panthers but was never able to do so
