Ddamulira’s Era: How Crime Intelligence Changed Uganda for the Better
Since taking over as Director of Crime Intelligence in 2019, Maj Gen Christopher Ddamulira has transformed the directorate into a more proactive, intelligence-led force that has delivered measurable gains for the safety and well-being of Ugandans.
When he assumed office, the overall performance and effectiveness of the Crime Intelligence Directorate stood at around 20%. Through strategic reforms, enhanced coordination, capacity building, forensic advancements, and intelligence-driven operations, this has risen to above 87%, reflecting a remarkable turnaround in detection, disruption of criminal networks, and case resolutions.
Under his leadership, reported national crime cases have shown a consistent downward trend, with a 10.2% reduction in 2025 (down to 196,405 cases), driven by stronger coordination, forensic capabilities, informant networks, and targeted operations against armed gangs. Gun-related incidents in Kampala have dropped significantly, with periods of zero gun crimes recorded in key metropolitan areas following successful weapon recoveries and gang disruptions.
He has also played a central role in dismantling ADF terrorist sleeper cells, thwarting planned attacks on places of worship and public spaces, and enhancing national security in collaboration with other agencies.
A standout contribution has been his innovative community engagement with ghetto youth. Through SACCOs, seed capital support, and direct outreach in areas like Katanga and beyond, many young people have been steered away from crime and political violence, resulting in reduced youth involvement in unrest and urban offenses.
He also secured a permanent home for the department by moving operations from rented premises to its own dedicated headquarters in Kololo. This has improved operational efficiency, enhanced security of sensitive intelligence assets, and provided a professional working environment for officers.
In high-profile cases that shook the nation, Ddamulira’s team demonstrated exceptional professionalism and speed:
• In the April 2026 Ggaba Daycare tragedy, Crime Intelligence provided critical forensic, digital, and evidentiary support that led to the swift arrest, prosecution, and death sentence of Christopher Okello Onyum for the brutal murder of four toddlers, restoring public confidence in justice for vulnerable children.
• Following the February 2026 Kiboga Prison killings, his directorate coordinated a rapid cross-border manhunt that tracked and arrested Warder Moses Anguyo from DR Congo, bringing him to face justice for the murder of his supervisors.
• In the February 2026 Matugga murder of student Bukenya Martin, intelligence-led operations enabled the quick location and arrest of the suspect, ensuring accountability in a heartbreaking family-related violence case.
These successes, combined with his military intelligence experience from @MODVA_UPDF and AMISOM operations, have earned him promotion to Major General in 2025 and national recognition for exemplary service. Maj Gen Ddamulira has not only helped reduce crime and enhance security, but he has also fostered greater public trust by showing that serious crimes will be investigated thoroughly and perpetrators brought to book.
His work continues to contribute to a safer Uganda where communities, especially the youth, are partners in prevention rather than victims or perpetrators of crime. We commend his dedication and service to the nation.

This mighty Minister should know that he is more rotten than many other politicians.
Hon. John Mulimba used one of the headteachers of Buhobe Secondary School to grab the Foundation Body status of the school for himself, claiming his late father who once served as a member of the finance committee when the school was being established left it to him.
His senior brother, who was serving his last term on the school board as a parents’ representative in 2013, was transformed into Chairman of the Board of Governors (BoG). Other Foundation Body members nominated by him reportedly include a sister and a wife to his senior brother.
These family members have been recycled on the board for 13 years now, in clear violation of the mandatory two-term provision.
He has allegedly been personally nominating Foundation Body members and then using the LC III Chairman to rubber-stamp them.
This level of entrenched family capture of a public educational institution is exactly the kind of rot that Operation Maliza Ufisadi must investigate thoroughly.
Dear General @mkainerugaba, this is an Urgent Caution on Individuals Hiding Atrocities, Diplomatic Irregularities, and Unexplained Wealth While Pretending to Support Your Mission
I write as a concerned citizen and an Nrm cadre raising serious alarm about certain individuals who publicly claim to support your leadership and Operation Maliza Ufisadi, yet actively conceal or enable grave atrocities, abuse of office, and questionable conduct that harms ordinary Ugandans and genuine @NRMOnline supporters.
One prominent example is Hon. John Mulimba, the outgoing State Minister for Foreign Affairs (Regional Cooperation) and MP. During the January 2026 election campaigns, a @MODVA_UPDF soldier attached to his convoy allegedly shot and killed 23-year-old Aaron Mukisa a dedicated Nrm youth mobiliser wearing a yellow NRM T-shirt in Namungodi Town Council on January 7, 2026.
Eyewitnesses state that Mukisa was singled out, brutally beaten, and executed at close range while pleading for his life. Other supporters were injured with sticks, stones, and bayonets on orders of a One Mulimba . This incident turned parts of the constituency into “no-go zones” and has left many true NRM members feeling betrayed by leaders who claim loyalty to you while committing or enabling such violence against fellow Museveni mobilisers.
Also while serving as Minister, Mulimba has faced repeated accusations of serious diplomatic irregularities, especially concerning Ugandans in countries like Turkey etc which need to be investigated. Many families report problems with passports and visas, with some vulnerable citizens allegedly being facilitated or sent abroad under his influence into exploitative situations, including forced sex work or labour, causing immense suffering and hardship back home.
Locally, Mulimba’s lavish lifestyle has been a major source of criticism for years. He owns Jogo FM radio station and is known for driving high-end “monster” pickup trucks and living far beyond the means of an ordinary MP or minister’s salary. Residents openly question how his wealth matches his official income, fuelling long-standing perceptions of corruption and neglect of constituency needs.
These actions by people who pretend to champion your anti-corruption and reform agenda while allegedly enabling violence, exploitation of Ugandans abroad, and living on unexplained wealth severely undermine public trust, damage the UPDF’s reputation, and weaken the NRM from within.
I therefore humbly ask you to:
• Immediately order a full, independent investigation into the killing of Aaron Mukisa and all election-related abuses involving politicians’ security details.
• Direct a thorough probe into diplomatic operations under Mulimba’s former portfolio, particularly passport and visa irregularities and reported cases of Ugandan exploitation in Turkey and other missions.
• Extend whistleblower protections to cover electoral violence, abuse of office, and lifestyle audits for public officials.
• Exercise strong caution with individuals who loudly align with your vision yet have a track record of hiding atrocities or amassing wealth that does not match their known earnings.
The people of Samia Bugwe North and many other concerned Ugandans stand ready to support your efforts in cleaning up such elements so that justice, discipline, and true patriotism can prevail.
Lastly I commend your bold leadership in Operation Maliza Ufisadi, your commitment to rooting out corruption, and your dedication to protecting genuine supporters of President Museveni and the revolution. Your decisive actions give many of us renewed hope that accountability will apply to all, regardless of position.

In just over a year since assuming office in early 2025, Hajjat @Buzeki_Sharifah has emerged as a dynamic and results-driven leader, delivering outstanding performance as Executive Director of the @KCCAUG. Her tenure stands out for its remarkable momentum, tangible improvements, and people-centered approach that is already transforming Kampala into a cleaner, more organized, and livable city.
