While the report was about the LRT it's appropriate to ask if the same culture of deception extended to other aspects of their city responsibilities and gave licence to similar practices at other levels of city management.

$130 million hit to the City revenues due to a cut in the development charges, ie the fees that pay for growth.
How will this shortfall be met? There is only one taxpayer.
