DEAR @cenbank,
If and only if we want to increase foreign earnings into Nigeria, authorize Domiciliary accounts (and also foreign cards) to receive Naira at Nigerian ATM machines and at POS in Nigeria.
It is counterproductive and unusual that Nigerians (and foreigners) cannot use foreign cards, and even Domiciliary ATMs Cards issued by Nigerian banks in Nigeria to also withdraw Naira (if they choose).
Otherwise, people visiting Nigeria or owing Domiciliary accounts, will always resort to black market to exchange cash dollars to Naira, instead of using their existing cards to withdraw Naira, like it is done all over the world.
