Apparently Hytale's tick rate (TPS) is adjustable.

Default is 30. Increase it for competitive gameplay or reduce it for casual gameplay.

In theory you could even reduce it to .1 TPS and experience Hytale as a PowerPoint presentation, aka the Hytale blog.
