COFFEE EXPOSÉ: THE END
Folks, I know you have other stuff to worry about so I won’t keep you here long. Certainly not forever.
The fraudsters at @coffeeinvestug have finally been cornered into a response below. Basically it is three dimensional insolence. An insult to our intelligence, no regard for the tax payer & a 🖕🏿to those of us on the coffee sector who toil to earn US$800m for Uganda. Go & read it for yourself. If it doesn’t make sense, it is because, well, it doesn’t!
- It refers to members of the consortium without listing them.
- It talks about a September 2023 disbursement of $8.5m. The Minister told us they took $10m. How do we explain the discrepancy?
- Early 2023, @TugumeNelsonO, with high level political influence & the technical support of a @mofpedU Commissioner managed to get $10m for his CIC outfit included in the national budget for FY 23/24. The money was supposed to be disbursed after July 2023. However, Tugume was impatient & began to pressure the Treasury to release an advance payment of US 2m in April 2023. He came up with a clever argument that the money was required for the launch of a UGCONNECT hub in Belgrade, Serbia. It had to be ready for the President’s scheduled visit. We all know what happened but just so you know, the costs of setting up the hub/pub & the launch event were met by the owner. I have had to two figures mentioned-200k & 350k euros that the owner spent on this. Let’s just say that he got nothing in return & has been contacting local exporters to sell him some green beans so he can get his business going. The Ugandan colors that branded the exit have vanished
Why is this important? CIC claimed that they spent $500k on furniture for the Belgrade Pub. We have since established that not a single coin of this money was spent in Serbia apart from accommodation & some pocket money given to those who were in the CIC house.
On May 18th @mist_science transferred $1m to the CIC account no 01490011034070 in @dfcugroup. On May 19th, all the money was withdrawn & shared out.

Rubanda (James Muhangi)-350 m for supply of green beans of coffee to be exported to Serbia. These were dumped at Tugume’s stores at Coffee City in Ntinda & rotted there.

The rest was transferred to Tugume’s company Inspire Africa. I am told the the figure was UGX 1.6bn. It could be more.
The balance of $8.5m was transferred as their own response states. I have been told that Tugume forged signatures of his colleagues & moved the money to his account. He has a fixed deposit in a local bank against which he has borrowed in the same amounts. I have been told two different figures-17.5bn & 2.5bn. I am also told he has upgraded his to a Range Rover & Mercedes Cross Country. An amount of UGX 600m has been dedicated to a PR campaign to counter this exposé. The usual sharks have already eaten a significant chunk. So when you read posts that are incongruous with the known posture of the author, you know the incentive. When questions were asked about progress on exports of roasted coffee to Serbia & Russia , he lied then began running around local exporters to get some beans on credit. All suppliers aware of Tugume’s dodgy past gave him a wider berth.
One downside of this is that it has spawned a series of conspiracy theories. These have undermined confidence in the establishment. Beyond a letter demanding for accountability surely all these anti corruption outfits can simply go to the bank & obtain evidence of how the money moved. But that is someone else’s job. Mine is to give voice to the 12 million people whose livelihood depends on coffee. They have been shunted aside in favor of a greedy cabal of crooks. A simple due diligence on Tugume would shown that he has a 100% failure rate on execution of any project. Entrusting him with what they are claiming to do as CIC was very bad judgement. But we are here now. God help us.

@pwatchug borrowing to Government is less risky , this increases interest rates on loans available, makes investment less profitable. No extra jobs created, and increasingly more difficult to sent up Business in Uganda. The PSST needs to take charge of the situation before it is too late
This is called *Private Sector Crowding out effect*, it is when the private sector investment spending decreases due to an increase in government borrowing from the loanable funds market. What is happening is that Gont is fighting with the Private sector to borrow the same funds.
Bank of Uganda this week revealed that Uganda’s provisional public debt as of August 2023, was Shs88.807Trn & asked Gov’t to tame its huge borrowing appetite from commercial banks, as this has increased cost of credit for private sector.
