As we mark the International Day for Dialogue among Civilizations, meaningful dialogue remains the most effective path to understanding.
We cannot build trust without engagement, nor can we truly understand one another from a distance. In the field of civil protection, safety, and emergency preparedness, cooperation is not merely a choice, it is a necessity.
Natural disasters, humanitarian crises, and shared challenges do not recognize borders, cultures, or political differences. Our ability to protect lives and strengthen resilience depends on our willingness to listen, collaborate, and learn from one another.
Let us choose dialogue, openness, and cooperation as the foundation for a safer, more resilient, and more secure future for all.

Disasters do not only begin when an emergency occurs- they also begin with risks that have not been identified, reduced, or managed.
Effective civil protection relies on four maintainers interconnected functions:
•Prevention – reducing risks before disasters occur
•Preparedness – planning, training, and strengthening early warning systems
•Response – taking timely action to protect lives, property, and the environment
•Recovery – restoring communities and rebuilding stronger after disasters
Together, these core functions form a continuous cycle that strengthens resilience and helps communities better withstand future crises.
Civil protection is not only about responding to emergencies. It is about understanding risks, preparing for challenges, protecting people, and supporting recovery to build safer and more resilient societies.

In an era of growing risks - from climate disasters to complex emergencies - no nation stands alone. Disasters ignore borders and politics.
True civil protection emerges when we transcend old divisions and embrace collective strength.
The ICDO is quietly transforming: building a dynamic platform where every Member State finds real value, voice & genuine partnership.
We thank Switzerland for its hospitality as host and bridge in Geneva.
Let us unite for a safer world.
